    What We Offer

    The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:
    • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, OR 5% for completion of a graduate degree.
    • Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
    • Vacation Leave Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
    • Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
    • Health Plans - You are afforded an annual flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
    • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care expenses.
    • Pension Plan - Participation in County’s defined benefit pension plan, which has reciprocity with CalPERS.
    • Holidays - 12 paid days per year which includes a scheduled floating holiday.

    The Department
    The Information Technology Services Department works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

    The Position

    DevOps Engineer I

    Under direction, the DevOps Engineer I analyzes, designs, tests, implements, and maintains business-oriented information systems in support of County departments and agencies.

    This position deals primarily with the normal maintenance and modification of existing business application systems and/or the analysis of systems and processes required for implementing new application business systems.

    The Ideal Candidate

    The ideal candidate for a DevOps Engineer I role should have:
    • Basic Cloud Knowledge: Familiarity with cloud platforms like Azure, AWS, or Google Cloud, and understanding of their core services (e.g., compute, storage, and networking);
    • Scripting & Automation: Basic skills in scripting languages like Python, Bash, or PowerShell to automate tasks and manage systems;
    • Version Control: Experience with Git for version control, including working with repositories, branches, and merges;
    • CI/CD Fundamentals: Basic understanding of continuous integration/continuous deployment (CI/CD) concepts and tools (e.g., Azure DevOps, Jenkins, GitLab);
    • Containerization: Familiarity with container technologies like Docker and possibly Kubernetes;
    • Problem-Solving & Learning: Strong willingness to learn, troubleshoot issues, and seek out solutions, with an interest in expanding DevOps skills;
    • Collaboration: Ability to work well in a team, communicate effectively with other engineers, and follow established processes.

    This role emphasizes learning on the job, gaining practical experience with Azure, and supporting senior team members in managing cloud infrastructure and deployments.

    DevOps Engineer II

    Under general direction, the DevOps Engineer II incumbents are responsible for planning, leading and/or performing application requirements definition, system component mix and architecture definition, application design, application development, and system implementation. Responsibilities may also include the technical supervision of subordinate analysts and programming staff.

    The Ideal Candidate

    The ideal candidate for a DevOps Engineer II role should possess the following skills and qualities:
    • Strong Technical Expertise: Proficiency with Azure cloud services (e.g., Azure Compute, Storage, Networking, and Azure Kubernetes Service). Familiarity with Infrastructure-as-Code (IaC) tools like Terraform or Azure Resource Manager templates;
    • Automation & CI/CD: Experience in automating workflows and building robust Continuous Integration/Continuous Deployment (CI/CD) pipelines using tools such as Azure DevOps, Jenkins, GitLab, or similar;
    • Scripting and Programming: Strong scripting skills in languages like PowerShell, Bash, or Python to automate processes and manage infrastructure;
    • Monitoring & Troubleshooting: Proficiency in monitoring tools like Azure Monitor, Log Analytics, and Application Insights, with a focus on troubleshooting issues and improving system reliability;
    • Security Best Practices: Knowledge of Azure security tools (e.g., Azure Security Center) and best practices for ensuring secure cloud operations;
    • Collaboration and Communication: Strong communication skills to work across teams, collaborate on solutions, and convey technical details to both technical and non-technical stakeholders;
    • Problem Solving & Adaptability: Ability to think critically, troubleshoot complex issues, and quickly adapt to new tools and technologies in a rapidly evolving cloud environment. A mix of technical skills and soft skills (collaboration, adaptability, and problem-solving) is essential for success in the role.

    PAYROLL TITLES AND APPROXIMATE SALARIES:
    Information Systems Analyst: $42.15 - $55.99 per hour
    Applications Architect/Supervisor: $46.58 - $64.66 per hour
    NOTE: If appointed at the lower level, incumbent may be promoted to higher levels without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

    Both the Information Systems Analyst, and the Applications Architect/Supervisor are SEIU classifications and are eligible for overtime compensation.

    The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies for this position only. There is currently one (1) Regular, Full-time vacancy within the Information Technology Services Department.

    Examples Of Duties

    Duties for both DevOps Engineer I/II levels may include, but are not limited to the following:
    • Installs application-oriented user systems and responds to production problems; adapts purchased software systems to conform to county hardware constraints and user requirements; and coordinates information processing activities of a system user;
    • Uses Azure tools to track system performance and troubleshoot issues;
    • Assists in automating deployments with Azure DevOps Pipeline;
    • Works with infrastructure and network security teams to facilitate connectivity between Cloud and On-premise;
    • Sets up and configures servers using tools like Terraform;
    • Maintains clear records of deployments, configurations, and troubleshooting steps;
    • Performs other related duties as assigned.

    At the DevOps Engineer II level additional duties may include:
    • Plays a crucial role in bridging the gap between development and operations, ensuring continuous integration, deployment, and monitoring of applications. Their responsibilities span the entire lifecycle of software development and infrastructure management, focusing on automation, scalability, and collaboration;
    • Coordinates project development and system maintenance requirements with users, other IT staff, vendors, and outside agencies;
    • Manages the Cloud and On-premise Infrastructure costs;
    • Coordinate with Cloud vendors and Internal infrastructure teams in architecting solutions;
    • Serves as a lead in performing research, requirements definitions, analysis, development, acquisition, and implementation of hardware, software, and applications systems;
    • Designs system solutions and recommends the appropriate mix of current cloud technologies to customer departments and internal management;
    • Interacts with user department personnel to assess their needs; analyzes and advises users of the feasibility, alternatives, cost, and timing of modifying, developing, or acquiring new data processing systems;
    • May serve as a project lead, such as planning, organizing, directing, monitoring, and evaluating the performance of assigned project team members;
    • Prepares progress and status reports for internal management and customer departments;
    • May supervise one or more subordinate staff;
    • Ensures Service Level Commitments (SLCs) are being met for area of responsibility;
    • Performs other duties as assigned.

    EDUCATION, TRAINING, & EXPERIENCE

    DevOps Engineer I

    Considerable education, training, or experience in computer systems analysis and programming which has led to the acquisition of the required knowledge, skills, and abilities.

    Demonstrated competency and knowledge of the fundamentals of networking, security, computerized business system operation and data processing environments as well as familiarity with the basic deliverables of systems analysis and design.

    For example, possession of the requisite knowledge, skills, and abilities can be demonstrated by considerable programming experience OR possession of a Bachelor’s degree in Information Systems, Computer Science, or related field AND some programming experience.

    DevOps Engineer II
    Extensive experience in computer systems analysis, design, and programming and serving in a technical lead capacity over programming staff and/or programmer analyst which has led to the acquisition of the required knowledge, skills, and abilities.

    The required knowledge, skills, and abilities can also be obtained by the possession of a Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field and three (3) years of systems analysis and programming experience; or one (1) year of experience as an Information Systems Analyst, or Data Systems Analyst within the County of Ventura, Information Technology Services Department. Additional years of qualifying experience may be substituted for the college education on a year-for-year basis

    Necessary Special Requirements
    • Some recent Cloud infrastructure experience;
    • Some automation experience;
    • Must be able and willing to travel within Ventura County in support of technology efforts as needed;
    • Must be able and willing to work long hours to resolve production problems or meet project deadlines as needed;
    • Must be able and willing to work nights, weekends, and holidays on an on-call basis as needed;
    • Excellent written and verbal communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

    Desired
    • AWS Certified Cloud Practitioner or
    • Microsoft Certified: Azure Administrator Associate (AZ-104)
    • Microsoft Certified: Azure Fundamentals (AZ-900)

    Demonstrated skill in:
    • Automation: Scripting (Bash, Python) and tools like Ansible, Chef, Puppet;
    • Collaboration: Working cross-functionally with development, operations, and security teams;
    • Deployment Automation: Streamlining and automating software deployments;
    • Configuration Management: Managing system configurations and environments;
    • Troubleshooting: Diagnosing and resolving system/application issues quickly.

    Working ability to:
    • Adaptability: Quickly learn new tools and technologies;
    • Networking & Security: Understand Cloud networking, traffic logging, and data security;
    • Analysis:
      • Perform operational requirement studies in a total systems context;

    (DevOps Engineer II Level Only) Working Ability to:
    • Analysis:
    • Facilitate and document customer functional and data requirements;
    • Propose the appropriate mix of cloud technology and solutions;
    • Deployment Automation: Participate in the analysis, programming, testing, and/or implementation of proposed systems on Azure Cloud;
    • System Scalability: Design scalable systems for growth;
    • Security Integration: Embedding security best practices in processes;
    • Performance Optimization: Analyzing and optimizing system performance;
    • Disaster Recovery: Implement and manage backup and recovery strategies.

    TRAINING & EXPERIENCE EVALUATION:
    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire.     The County of Ventura was formed January 1, 1873, when it separated from Santa Barbara County.  It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four year term in their respective districts, and the chairmanship rotates annually.  The Board of Supervisors is responsible for providing policy direction, approving the County budget, and representing the County in a number of areas including special districts.  The Board actions can apply countywide or only in unincorporated areas.

    Other County elected officials include the Auditor-Controller,  Assessor, Clerk/Recorder, District Attorney, Treasurer-Tax Collector, and Sheriff. The County Executive Officer advises, assists, and acts as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction.
