    Position Description:
    Duties:
    • Supervises staff of non-supervising attorneys, and or other supervisors, who perform duties with legal work areas (e.g., Hearing Officer, Legal Specialist, Supervisor)
    • Determines need for new staff; Interview’s applicants and make recommendations for hiring new employees; initiates action for the termination of employees; disciplines subordinates, when necessary. Reviews, approves, or denies employee requests for leave; completes performance evaluations of subordinates; meets with subordinates regarding any grievances; trains new and current employees; assigns and reviews work of subordinates; and assigns work, provides training, and evaluates employee performance; receives and resolves employee issues according to established guidelines; approves timesheets and leave requests; recommends corrective action as necessary. Interviews and hires candidates for employment. Actively involved in employee and/or labor relations and contract negotiations. Responds to grievances and complaints.
    • Prepares various basic and complex legal documents (e.g., legal briefs, pleadings, and memorandums) independently; develops and facilitates policies and procedures that are in compliance with CSPM and the Ohio Revised Code; assists staff attorneys and case manager with difficult cases and corrective action plans.
    • May perform duties of staff attorney for the confidential caseload including maintaining confidential caseload. Provides back up coverage for staff attorneys and Administrative Hearing Officer.
    • Participates in various litigation proceedings; conducts Administrative Modification and Mistake of Fact (MOF), FIDM, and/or Emancipation/Termination of Support hearings; maintains smaller caseload to lessen the overall caseload assignments of other attorneys.
    • Advises the employees on a variety of legal matters/issues. Fosters communication between teams by providing consultation and technical assistance to Case Manager Supervisors. Fosters communication between the Courts and the Agency; Reviews pending legislation and proposed regulations and prepares synopsis for Management; and Interprets applicable CSPM updates, SETS releases, and provides applicable updates.
    • Provides legal advice to various county agencies. Provides legal advice regarding issues which affect the agency to Director and staff; Responds to requests of outside attorneys and the Court regarding pending legal issues; Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training. Maintains in good standing with the Disciplinary Council and maintains notary. Serves as a liaison with the Courts on behalf of the Agency.
    • Performs a variety of administrative functions to ensure efficient operation of department; formulates, recommends, implements, and administers new and revised policies and procedures; prepares reports and reviews Random Moment Samples (RMS) for accuracy and appropriate documentation.
    Brief Description:
    To supervise attorneys (supervisory and non-supervisory) and/or other supervisors who perform duties within the legal work areas (e.g., Hearing Officer Supervisor, Legal Specialist Supervisor). In addition, the position involves preparing various basic and complex legal documents (e.g., legal briefs, pleadings, and memorandums) independently as well as preparing for and participant in litigation proceedings. The incumbent also advises agency employees on legal matters and issues.
    Job Prerequisites:
    Minimum Qualifications:

    Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 12 mos. exp. as licensed attorney; 6 mos. exp. in employee training & development.

    Additional Qualifications (Agency/Dept. Qualifications):

    Must be an attorney in good standing with the Ohio Disciplinary Counsel and must have an active license to practice law in the state of Ohio. Must be knowledgeable of local, state and federal laws, rules and regulations. Must possess excellent written and oral communication to explain and communicate legal issues to others. Must be a registered notary. Previous experience with domestic relations / child support / family law experience preferred.
