    • Human Resources Manager: $113,050.91 - $151,489.10 annually DOQ


    The City of Ventura is now accepting applications for the position of Human Resources Manager (Promotional Only).

    Under general direction, manages, plans, organizes, and coordinates the activities of assigned human resources staff for an assigned program area; performs responsible advanced journey level work in the areas of classification, compensation, recruitment and selection, employee and labor relations, HRIS system management, and training. Assists in the development and administration of personnel programs, policies, and procedures. This is a broad classification with positions assigned to specific functional areas. Duties and assignments may overlap assigned functional areas depending on the operational needs of the department. The current vacancy is responsible for overseeing the Recruitment and Classification/Compensation Division, as well as conducting workplace investigations and complaint intake.

    DISTINGUISHING CHARACTERISTICS

    The Human Resources Manager is an advanced journey-level class that performs the full range of complex professional duties while managing one or more assigned program areas.

    This position is designated as "at will" serving at the pleasure of the department Director and subject to discharge without cause and without the right of appeal.

    The ideal candidate for the current vacancy will possess a combination of the following knowledge, skills, and abilities:

    • Professional experience in position/supervisory organization management, classification and compensation, recruitment, workplace investigations/complaint intake, and/or Workday Human Capital Management system administration and maintenance.
    • Collaborative leader who mentors HR staff while ensuring compliance with policies, labor agreements, and best practices.
    • Strong analytical and problem-solving skills with an ability to navigate complex HR issues and drive innovative solutions.
    • Excel in balancing multiple priorities, fostering positive relationships, and implementing HR programs that enhance organizational efficiency.
    • Proactive and experienced communicator with high integrity, providing clear guidance and strategic insight to leadership and employees.


    Experience and Qualifications for Success!

    Human Resources Manager: A combination of education, training and experience equivalent to a bachelor's degree in public administration, human resources, psychology, business administration, or related field and five years of increasingly responsible experience working in the human resources field. Supervisory/lead experience and public sector human resources experience are highly desired.

    Note: Additional related experience may substitute for education on a year-for-year basis.
