Job DescriptionAs a member of the Preparedness Exercise Program, the Training Manager, under direction, ensures the students gain understanding, knowledge, and skills. The Training Manager researches possible topics /courses for future development. Stays abreast of developments in the industry and relays these to students and management. The Training Manager will assist in various functions, including design, development, setup, execution, evaluation, and after-action reporting of full-scale, functional, and tabletop exercises, simulations, and custom training courses following the Homeland Security Exercise and Evaluation Program (HSEEP) and approved curriculum course outlines.
The Training Manager manages course instruction, develops and prepares exercise documents, develops and manages training schedules, assigns and schedules travel of instructors, ensures quality control of course instruction in accordance with Texas Engineering Extension Service (TEEX) standard operating procedures, ensures curriculum remains updated relative to client participation, and maintains fiscal visibility and viability of course instruction and services as a subject matter expert in at least one of the ten response disciplines: Fire, EMS, Law Enforcement, Public Health, Hazardous Materials, Government Administration, Healthcare, Emergency Management, Public Works, or Public Safety Communication.
This position reports to the Program Director.
Required Qualifications:- Bachelor’s degree from an accredited college or university or equivalent combination of education and experience.
- Five years of experience in a command or leadership role in one of the ten response disciplines (Fire, EMS, Law Enforcement, Hazardous Materials, Government Administration, Public Health, Healthcare, Emergency Management, Public Works, Public Safety Communications).
Required Licenses/Certifications: - Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
Preferred Qualifications: - Master Exercise Practitioner (MEP) graduate.
- Five or more years of experience designing and delivering exercises following HSEEP standards.
- Five or more years of adult education and/or training.
- Recent experience or specialized knowledge in incident response operations that utilizes ICS.
Physical Requirements:- Ability to work in adverse weather conditions during instruction exposed to potential allergens, elevated noise levels, and heat.
- Ability to support training delivery for up to 8-10 hours/day.
- Ability to communicate orally and in writing.
- Ability to use standard office and presentation equipment such as computer, keyboard, printer and projector.
- Physical conditioning consistent with movement of training equipment, wearing personal protective equipment as needed, setting up a classroom, designing, developing, and deploying curriculum for classroom and online training delivery up to 50 lbs. with assistance.
- Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.
Knowledge, Skills, and Abilities: - Advanced working knowledge and understanding of the Homeland Security Exercise and Evaluation Program. (HSEEP)
- Ability to provide Subject Matter Expertise in multiple response disciplines. (i.e. Fire, EMS, Law Enforcement, Public Health, Hazardous Materials, Government Administration, Healthcare, Emergency Management, Public Works, or Public Safety Communication)

Essential Duties, Tasks, and Percentages:Program Management, Exercise/Training Support, Design, Development, and Delivery - 75%:- Designs, develops, setups, executes, evaluates, and develops after-action reporting of full-scale, functional and tabletop exercises, simulations, and custom training courses in accordance with HSEEP.
- Prepares and develops exercise documents, materials, project aids, and equipment prior to exercise delivery.
- Manages course instruction and/or provides technical assistance.
- Ensures class training logistics, including training area, equipment, and materials, are scheduled and available prior to each class delivery.
- Ensures quality control and continuous skill set improvement of supervised wage instructors by auditing one delivery module per instructor per quarter, maintaining a summary of the audit by completing the Instructor Review Form.
- Schedules assigned wage instructors to open enrollment classes, and when possible, contract-based courses/ exercises, two weeks before class start dates, ensuring assignments are documented on applicable calendars/ databases and are emailed to respective instructors.
- Prepares and updates annual course class schedules, as applicable.
- Ensures maintenance and readiness of assigned training aids and equipment such as inspections for safety and hazard concerns.
- Ensures assigned courses are updated relative to client participants through ongoing curriculum review and upgrade.
- Ensures the fiscal viability of each course by maintaining visibility on individual class costs and attendance.
- Ensures appropriate documentation and record keeping requirements for each class are submitted through appropriate administrative channels.
- Ensures all tasks, training, and instruction are conducted in accordance with current TEEX SAPs.
- Performs as a training instructor as needed.
- Demonstrates fundamental and advanced training and teaching techniques through the effective use of demonstration, discussion, and questions/answers.
- Ensures measurements of learning and competency are pertinent, effective, and objective.
Administrative and fiscal responsibilities-25%:- Assists proposal team with developing scopes of work to ensure proposal packages are prepared and submitted per sponsor requirements and provides input for budgets/forms and guidelines.
- Manages the maintenance of fiscal, administrative, and academic records.
- Manages contracts for sub-contractors and vendors, as appropriate.
- Submits times sheets, travel forms, and receipts within the required time frames.
- Completes agency required training within the requested due dates.
- Coordinates with other division programs for use of course materials, subject matter experts and/or instructors to complete program contracts.
Other Duties:- Serves as liaison for special projects and courses, as needed.
- Maintains a clean, neat, and professional appearance that represents the agency in a positive manner.
- Interacts professionally with staff, students, and other external partners.
- Incorporates Safety, Teamwork, Adaptability, Respect, and Stewardship into project tasks when applicable.
- Performs additional work duties as assigned.
