Under limited supervision, assists the IT Director in managing all aspects of the department. Manages, and oversees the technical operations for the City's Geographic Information Systems (GIS), applications, financial technology, and IT project management.
Primary Duties and ResponsibilitiesThe following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. - Develops operating and capital budgets; oversees and controls expenditures for GIS, applications, and related projects.
- Manages staff by coordinating activities such as training, scheduling approval, recommending or approving personnel actions, providing coaching and counseling, setting performance objectives, and conducting performance reviews.
- Assists in the preparation, monitoring, and management of the IT department budget.
- Leads the implementation, management, and support of the City's Geographic Information Systems (GIS), Application stack, Financial Technology, and Project Management.
- Offers leadership that fosters innovation, promotes collaboration, and embraces change.
- Applies project management skills to oversee and execute division or citywide system initiatives and projects, including program/system assessments, organizational studies, procedure and method reviews, and the preparation of verbal and written reports with recommendations.
- Participates in decision-making processes and provides guidance and support to the Director
- Provides change leadership directly and/or indirectly to support the roll-out of new initiatives, projects, re-organization, etc.
- Provides support and guidance to staff members to help them develop their skills and careers.
- Acts on the IT Directors behalf by assignment of delegation in director's absence.
- Performs other duties as assigned.
Minimum Qualifications & Position RequirementsEducation and Experience:Bachelor’s degree in computer science or a related field and seven (7) years of progressively responsible experience managing IT environments and projects, including five years' managerial experience; OR an equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
Knowledge of:- City organization, operations, policies and procedures.
- Microsoft Office 365 products.
- Project development, scheduling, and monitoring.
- State and federal laws relating to information technology.
- Confidential and record retention requirements.
- Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, strategic planning and effective employee supervision and training.
Skill in & Ability to:- Communicate effectively both verbally and in writing.
- Establish and maintain positive, effective working relationships with those contacted in the performance of work.
- Handle multiple projects simultaneously and use good judgment in prioritizing work assignments.
- Effectively analyze and resolve operational and procedural problems.
- Understand business implications of decisions; align work with strategic goals.
- Manage complex technology projects that involve internal resources, external vendors as well as citizens.
- Supervise and coordinate the activities of the staff as assigned, including training, scheduling, hiring decisions, written performance evaluations and possible disciplinary actions.
- Interpret City Ordinances, rules and regulations and make rational decisions in accordance with established policy.
12-Month Goals: - Introduce at least one new technology or process innovation that directly benefits the organization, like AI for process automation or improved data handling.
- Familiarize yourself with City policies and procedures.
- Complete and stay up to date with Vector LMS and Training, SafePersonnel Edition.
Additional InformationPossession of a valid Arizona Driver’s License; specific training or certifications may be required.
