Under general supervision manages all aspects of Police technology projects of various sizes and complexity in alignment with strategic department initiatives. Supervisor positions responsible for the design and implementation of police technology projects designed to improve operational outcomes.
Primary Duties and ResponsibilitiesThe following duties

- Provides day-to-day advanced production and ongoing department support for applications, hardware and projects including issue identification, analysis, troubleshooting, testing, documentation and user administration.
- Monitors critical department applications to maintain operational status and identify and address any security issues.
- Develops, implements and streamlines business process and procedural requirements.
- Serves as the subject matter expert in emergency communications systems.
- Serves as department/division project manager to enterprise IT for application and infrastructure projects.
- Assists in the development of technology requests and developing the department’s technology strategic plan including providing feasibility analysis and budgetary input.
- Develops, tracks, reviews and manages project plans (includes scope, requirements, tasks, costs, quality, risks, issues).
- May present information and facilitate project meetings.
- Build and maintain positive relationships with IT and other city staff in support of department and city goals.
- Works with staff and stakeholders to develop technology driven strategies that address current and future needs. Keeps current on new technology and exposes customers to new tools.
- Maintains records of repairs, resolutions, and changes in a work order system.
- Creates and maintains documentation related to system operations.
- Develops, tests and implements specifications and requirements for system enhancements.
- Manages issues with the product vendor to address problems with delivered functionality. This may include providing documentation, conducting testing or other similar types of activities.
- Helps develop project schedules, prioritizes tasks, and meets project schedule requirements.
- Assists in providing technical direction and support, including budget projections for current and future software and hardware needs. May prepare and monitor a program budget or price recommendations for the budget regarding computer equipment and systems for a department.
- Coordinates, schedules and performs end-user training of business systems and technologies as necessary to support specific applications including technical procedures and user guides. May conduct presentations, classroom or individualized training for department users on new application software.

Minimum Qualifications & Position RequirementsEducation and Experience:A Bachelor's Degree in Computer Science or related field and four (4) years of progressively responsible experience in Police information systems related project management and experience with mobile applications and running wireless communications; DPS Level B Terminal Operator Certification within six (6) months of hire or promotion; OR an equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:Knowledge of: - City policies and procedures.
- Data systems, hardware and software as related to Police information systems; computer control systems and office computer systems including network administration principles and practices; database management and administration concepts and structures; research, diagnose and troubleshoot related hardware and software issues or upgrades.
Skill in:- Computer software programs including MS Word, Excel, Access, PowerPoint, Outlook
Ability to:- Communicate effectively both verbally and in writing.
- Establish and maintain positive, effective working relationships with those contacted in the performance of work.
- Manage and execute projects in a computer technology environment; thorough understanding of the interrelationship of project planning, application development, database administration, system requirements and the creation of products and services; Standard IT project management techniques including budgeting, stakeholder management, business analysis, requirements documentation and testing, implementation and application management.
- Develop requests for proposals, establish evaluation criteria and select qualified vendors; work with vendors and design engineers to produce a working system.
- Maintain the integrity of sensitive or confidential information by understanding, developing and applying security policies and safeguards and breech procedures; FBI CJIS Security policies.
- Compile reports from a wide variety of sources and transmit data; make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures; perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; operate specialty equipment and a personal computer and related software or programs.
- Operate a motor vehicle and abide by traffic laws and rules.
- Demonstrate supervisory skills and performance evaluation; apply customer service principles, leadership and management principles and practices; evaluate customer needs; follow and generate oral and written instructions and communicate technical and non-technical concepts effectively both orally and in writing.
- Present a positive public image and maintain effective working relationships with other City employees, vendors and the public; maintain a professional demeanor during stressful situations.
12-Month Goals:- Develop, manage, modify and maintain police technological applications, to include, but not limited to, Flex/Spillman RMS/CAD Systems, Axon, Telestaff, IAPro, Lexis Nexus, PowerDMS, and Microsoft Excel, Access, and SharePoint, in order to enhance processes and improve efficiency within the Police Department. Provide daily support of technological applications used by employees and perform troubleshooting when Police technological applications are not functioning properly; work with users, IT staff, and vendors to determine cause and resolution; monitor Police technological application performance; fine-tune Police technological application parameters, as needed.
- Analyze business needs and utilize technological solutions to achieve efficient and cost-effective results; collaborate with users to evaluate program and system effectiveness; modify Police technological applications and enhance system controls, software functionality and/or efficiencies; work with department leadership to develop, track and evaluate performance measurement data.
- Identify and research trends, make recommendations on software and hardware needs; work with vendors, assist with the procurement, monitor budget and evaluation process on software and hardware related purchases for the department. Assist with system migrations to new technologies that contribute to department goals and objectives. Work with Information Technology Department and users to implement and test upgrades of new Police technological applications.
- Serve as departmental liaison with IT and other departments on specific software issues, technology coordination and projects; assists with scheduling and managing the phases of system and software upgrades and implementation and performs unit, systems, and interface testing.
- Develop, coordinate, schedule and deliver end-user training of business systems and technologies as necessary and determines the level of training and which users require training. Develop standards and control procedures; produce training material to document business and system rules, processes, and procedures.
- Develop 10-year Technology Strategic Plan.
- Process Map all Police Department applications.
