    Position Scope

    Under minimal supervision, performs inspections in the enforcement of the City's property maintenance, development, zoning, fire, environmental and housing safety codes.

    Primary Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Responds to complaints from the public in person, by phone and through e-mail. Proactively conducts complaint based inspections of possible violations of City property maintenance, development, zoning, fire, environmental and housing safety codes; identifies violations and properties not in compliance and follows up with warning notices and citations to ensure compliance with City codes. Works with citizens, property and business owners to correct violations.
    • Conducts field inspections; patrols assigned areas to locate and observe violations of City codes, including zoning, fire, environmental, swimming pool, neighborhood enhancement and health and safety ordinance violations.
    • Reads and visually interprets site issues quickly and accurately to measure compliance. Develops or recommends code enforcement administrative policy, procedures and compliance processes.
    • Maintains accurate, comprehensive, up-to-date records and documentation related to case assignments. Prepares reports, documents inspections, issues notices and citations and photographs property conditions.
    • Researches case and property histories, approval documents, approved plans, property ownership records, sales tax licenses, business licenses, aerial photos, microfiche records, utility records, Arizona Corporation Commission, and other related documents as necessary.
    • Makes recommendations to the Code Enforcement Supervisor and City Attorney with respect to updates of City codes relating specifically to property maintenance code, zoning code and sign ordinance.
    • Prepares cases for court actions, presents and testifies in civil cases. Assists City Attorney's office in determining appropriate disposition of outstanding criminal cases and testifies in criminal court.
    • Provides information to the public, other City departments, architects, engineers, contractors and interested parties regarding zoning and other regulations, variances and related departmental programs and policies.
    • Performs other duties as assigned or required.


    Minimum Qualifications & Position Requirements

    Education and Experience:
    High School diploma or GED and minimum two (2) years' experience working in municipal environment and minimum two (2) years in a related field, preferably code enforcement, law enforcement OR an equivalent combination of education and experience.

    Necessary Knowledge, Skills and Abilities:
    • Knowledge of City policies and procedures.
    • Knowledge of the principles of record keeping and records management.
    • Ability to work independently and establish priorities.
    • Ability to listen and communicate effectively both verbally and in writing with a diverse group of people.
    • Ability to read and interpret City codes, Development codes, Community Master Plans, Building Codes, maps, plans and other job-related documents.
    • Ability to establish and maintain effective working relationships with co-workers, supervisors, other City staff, developers, outside agency employees and residents.
    • Skill in operating various office equipment, including a lap-top computer or tablet and a smart phone
    • Skill in operating a personal computer utilizing a variety of business software.
    • Skill in effective oral and written communication.
    12-Month Goals:
    • Learn reporting system and use effectively
    • Learn to speak with citizens in person and easily explain and interpret all city codes
    • Learn to use all research tools
    • Learn to maintain all aspects of a case load in a timely manner
    • Make sure integrity is maintained at all times


    Additional Information

    International Code Council (ICC), American Association of Code Enforcement (AACE) or other nationally recognized code enforcement certification required within one (1) year of employment. Valid Arizona Driver's License is required. May be required to work weekends and evenings.

    Must successfully pass a pre-employment screening to include a comprehensive background investigation, drug test, polygraph, and psychological exam.
