    What We Offer

    The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:
    • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 5.0% for completion of a bachelor’s degree, OR 7.5% for completion of a graduate’s degree.
    • Flexible Workweek - A compressed work schedule (e.g., 9/80 workweek/hybrid) may be available for some positions.
    • Annual Leave Accrual - 248 hours per year, increasing to 288 hours after 5 years.
    • Annual Leave Redemption - Ability to “cash in” or redeem up to 100 of Annual Leave per year after using 80 hours in the preceding twelve months.
    • Health Plans - You are afforded an annual flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
    • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care expenses.
    • Pension Plan - Participation in County’s defined pension plan, which has reciprocity with CalPERS.

    The Department
    The Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

    Payroll Title: Data Systems Manager

    The Position
    Under general direction, directs the activities related to administering computerized databases, including definition, organization, documentation, long term requirements planning, security and operational guidelines and performs related work as required.

    Distinguishing Characteristics
    This classification differs from that of the Senior Data Analyst in that the latter provides installation, maintenance, and support to specific physical databases.

    The Ideal Candidate
    An ideal candidate will have 3 or more years of on-premise and 3 or more years of Cloud database management experience. They would possess a blend of technical expertise, leadership skills, and a strategic mindset.

    Here’s a summarized profile:
    • Technical Proficiency: Strong background in cloud technologies (e.g., AWS, Azure, Google Cloud), data storage solutions, and system architectures. Proficiency in database management, data integration, and data security is critical.
    • Leadership & Management Skills: Experience leading teams and managing cloud-based projects. Ability to set clear goals, manage resources, and ensure team collaboration to meet organizational objectives.
    • Problem-Solving & Analytical Skills: Capable of identifying issues within cloud systems, offering innovative solutions, and optimizing performance.
    • Experience in Cloud Data Management: Knowledge of data governance, backup and disaster recovery, scalability, and high availability in the cloud.
    • Communication & Collaboration: Strong communicator who can work cross-functionally with both technical and non-technical teams, ensuring effective reporting and stakeholder alignment.
    • Certifications & Education: A degree in computer science, information technology, or a related field, along with cloud certifications (e.g., AWS Certified Solutions Architect, Google Cloud Professional Cloud Architect) would be beneficial.
    • Adaptability: Comfortable with staying current on evolving technologies and adapting systems to meet changing business needs.

    This candidate would play a key role in managing cloud infrastructure and ensuring the smooth functioning of data systems in a scalable, secure, and efficient manner.

    The Data Systems Manager position is represented by the Management Resolution and is not eligible for overtime compensation. The position is eligible for benefits at the MB4 level.

    The eligible list established from this recruitment may be used to fill current and future Regular (including temporary and Fixed Term), Intermittent, and Extra-Help vacancies within the Information Technology Services Department. There is currently one (1) Regular, Full-time vacancy.

    TENTATIVE SCHEDULE
    OPENING DATE: Monday, March 3, 2025
    CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Design and implement data system architectures both on Prem and Azure Cloud.
    • Manage and maintain database systems.
    • Ensure data security and compliance with regulations.
    • Perform data backups and recovery.
    • Optimize system performance and reliability.
    • Collaborate with IT and other departments on data initiatives.
    • Develop policies and procedures for data management.
    • Troubleshoot and resolve database issues.
    • Monitor system performance and make necessary improvements.
    • Evaluate and select appropriate database technologies.
    • Train and mentor staff on data management best practices.
    • Analyze and report on data system metrics.
    • Coordinate with vendors and service providers.
    • Develop disaster recovery plans for data systems.
    • Create and maintain documentation for data systems.
    • Performs other related duties as assigned


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
    EDUCATION, TRAINING, AND EXPERIENCE

    Extensive professional level experience coupled with education/training as a systems designer and programmer; database designer and modeler developing client/server applications using Unix and Windows operating systems, in a relational database environment such as MS SQL Server or DMS and using a data science programming language, such as SQL, and SQL Server Management Studio (SSMS) tools.

    The required knowledge, skills, and abilities can also be obtained by possession of a Bachelor’s degree in Information Systems, Computer Data Science, or related field AND three (3) years of system design and programming. Additional years of qualifying experience may be substituted for college education on a year-for-year basis.

    NECESSARY SPECIAL REQUIREMENTS:
    • 3 or more years of database management experience
    • Ability to travel within Ventura County to conduct studies or troubleshoot.
    • Ability to work long hours to resolve production problems or meet project deadlines.
    • Ability to work nights, weekends, and holidays on an on-call basis.
    • Possession of or ability to obtain a valid California driver license
    • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

    Desired
    • Cloud database management experience
    • AWS Certified Database - Specialty (DBS-C01)
    • Or AWS Certified Solutions Architect - Associate/Professional
    • or Azure Database Administrator (DP-300: Administering Relational Databases on Microsoft Azure) Certifications.
    • Experience in Linux environment

    KNOWLEDGE SKILLS AND ABILITIES:

    Thorough knowledge of:
    • Database technology (both OnPrem and Cloud), network architectures in general and Transmission Control Protocol/Internet Protocol (TCP/IP) basics, File Transfer Protocol (FTP), Network File System (NFS), TELNET and Local Area Network (LAN) specifically;

    Thoroughly skilled in:
    • Data Modeling, data repository/dictionary management, data analysis, CASE tools, Microsoft and Windows Server environments.
    • Cloud database administration and management

    Comprehensive ability to:
    • Maintain effective relations with others.
    • Analyze complex procedures and data.
    • Develop logical conclusions.
    • Plan, direct, and organize the work of others.
    • Prepare and present comprehensive reports and recommendations in written and oral form.
    • Exercise independent judgement as a manager.
    • Gain knowledge of client’s database and its current and potential uses

    TRAINING & EXPERIENCE EVALUATION:
    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department.     ORAL EXAMINATION - 100%:
    A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    NOTE: If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

    Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

    The County of Ventura was formed January 1, 1873, when it separated from Santa Barbara County.  It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four year term in their respective districts, and the chairmanship rotates annually.  The Board of Supervisors is responsible for providing policy direction, approving the County budget, and representing the County in a number of areas including special districts.  The Board actions can apply countywide or only in unincorporated areas.
