    CalOptima Health is seeking a highly motivated an experienced Sr Director, Grant Programs to join our team. The Sr Director (Grant Programs) will be responsible for developing and overseeing CalOptima Health's grant programs and grant-funded initiatives consistent with CalOptima Health's mission, vision and values. The incumbent will work across functions to support the development of grant opportunities, ensure fair and consistent processes for awarding grants and work with both business leads and grantees post grant award to maximize goal achievement. The incumbent will support strategic planning efforts related to CalOptima Health's community investments and ensure CalOptima Health's grant investments align with strategic priorities, meet legal, regulatory and financial requirements and demonstrate CalOptima Health's commitment to stewardship of funds.

    Position Information:
    • Department: Medi-Cal & CalAIM
    • Salary Grade: 324 - $216,737 - $346,778 ($104.20 - $166.7201)
    • Work Arrangement: Full Office

      **This position is eligible for telework in California.**

    Duties & Responsibilities:
    • 55% - Program Management and Oversight
      • Provides direction and oversight of all aspects of the grant making process including, but not limited to, developing a request for proposal or notice of funding opportunity for each new initiative, planning and implementing bidders' conferences as appropriate, convening, training and facilitating review committees, presenting recommendations to executive leadership and ensuring that all aspects of grantee program activities are well documented.
      • Partners with legal services to ensure grant agreements follow legal, regulatory and financial requirements and protect CalOptima Health from unnecessary risks.
      • Partners with business leaders to provide support and oversight to grantees to fulfill grant obligations, assess progress towards grant agreement commitments and achieve grant outcomes.
      • Implements effective grant management processes and procedures.
      • Develops and oversees the evaluation of initiatives and grant programs for compliance with legal, regulatory and contractual requirements and the achievement of intended goals.
      • Collaborates with the Office of Compliance department to conduct audits of grants and produce close-out reports for each grant or grant initiative.
      • Manages multiple grant portfolios and partners with the Finance department to ensure appropriate tracking, designation and reporting of funds and expenditures.
      • Collaborates with the Strategic Development and Government Affairs departments to inform and develop policies that support CalOptima Health's mission and values.
      • Drives data-informed decision-making, ensuring an ongoing evaluation of strategies, performance metrics, and resource development.
      • Partners with business leads to design grant opportunities that support CalOptima Health's mission and values and maximize the impact for CalOptima Health members and communities.
      • Works with CalOptima Health's Strategic Development department to develop community investment strategies and opportunities.
      • Facilitates leadership and staff level discussions related to funding opportunities, proposal evaluations, funding recommendations and program audits and evaluations.
      • Develops and implements comprehensive strategies to cultivate and engage individual, community and corporate partners.

    • 40% - Leadership Functions
      • Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
      • Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short- and long-term goals/priorities for the department.
      • Provides leadership, manages and grows department staff through selection, orientation, training, performance goal setting, performance review and development.
      • Oversees staffing model, budget plan and monitoring of resource allocation for the team.
      • Develops, implements and maintains policies, procedures and standards for the department.
      • Oversees complex, cross-functional initiatives, including structuring and managing programs and projects, helping to forge consensus among key stakeholders and ensuring adequate business cases to support the work.
      • Focuses on building cross-team relationships to manage cultural integration and applies change management principles to ensure departmental success.
      • Manages through developing and growing capabilities of the workforce leading day-to-day operations and developing annual project budgets.
    • 5% - Completes other projects and duties as assigned.

    Minimum Qualifications:
    • Bachelor's degree in business administration, health care administration, public administration, public policy, public health or related field PLUS 7 years of experience in grants management with a community health entity or foundation required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
    • 4 years of progressive leadership experience, including direct supervision of staff required.
    • Strong track record in building partnership and managing relationships in community health or health care industry required.

    Preferred Qualifications:
    • Master's degree in business administration, health care administration, public administration, public policy, public health or related field.
    • 2 years of experience in grant management with a portfolio above $50 million dollars.

    • Develop rapport and establish and maintain effective working relationships with CalOptima Health's leadership and staff and external contacts at all levels and with diverse backgrounds.
    • Work independently and exercise sound judgment.
    • Communicate clearly and concisely, both orally and in writing.
    • Work a flexible schedule; available to participate in evening and weekend events.
    • Organize, be analytical, problem-solve and possess project management skills.
    • Work in a fast-paced environment and in an efficient manner.
    • Manage multiple projects and identify opportunities for internal and external collaboration.
    • Motivate and lead multi-program teams and external committees/coalitions.
    • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

    • Work is typically indoors in a clinical setting serving the frail and elderly.

    • Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
    • Employee will occasionally work outdoors in varied temperatures.

    • The noise level in this work environment is usually moderate to loud.
