    The Housing and Community Development (HCD) brings together a range of Land Use services including Housing, Planning, Building, Engineering, and Environmental Services to ensure reasonable and safe development, plan for the future needs of the County, manage infrastructure and County facilities, and protect natural resources. The Department is responsible for building services, engineering services, environmental services, current planning, advanced planning, community development project and program financing, and housing programs.

    Under direction, the Building Plans Examiner is responsible for performing the technical review of architectural and engineering plans for compliance with codes, ordinances, and related laws and regulations, and does other work as required. This position is a lead worker and is expected to review the more complex commercial architectural and engineering plans.

    The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    Examples of Duties

    • Reviews, analyzes and interprets building plans and specifications for conformance with adopted codes, ordinances and laws. Prepares technical plan review reports clearly outlining identified deficiencies.
    • Reviews technical support documentation and analysis on submitted plans to verify code conformance.
    • Confers with engineers, architects, contractors, builders and public concerning interpretation of compliance to building code requirements.
    • Answers requests on technical and procedural information by telephone and at the public counter on matters related to plan review and code interpretations.
    • Works out reasonable, safe solutions to code enforcement and design problems in compliance with codes.
    • Performs basic computations and analysis to check calculations by architects and engineers.
    • Verifies square footage and valuation for plan checking and building permit applications.

    THE SUCCESSFUL CANDIDATE
    Will have a proven track record demonstrating the following knowledge, skills, and abilities:

    Working Knowledge of:
    • The California Building Codes and related laws and regulations governing building and construction safety.
    • Building materials, safety standards and modern methods of residential, commercial and industrial construction.
    • Symbols, nomenclature and terminology used in building plan submittals.
    • California Energy Commission, “Building Energy Efficiency standards.”
    Some Knowledge of:
    • Basic electrical and mechanical engineering principles as associated with building construction.
    • State of California accessibility standards, Title 24 of the California Building Code.
    • Basic principles of civil and structural engineering as associated with building construction.
    Skill and Ability to:
    • Read, review, interpretation of plans to and supporting documentation to verify compliance with codes, laws and regulations.
    • Analyze and interpret technical supporting documentation and specifications, including structural calculations, soil and geology reports, energy calculations and other supporting documentation.
    • Prepare clear and concise technical plan review and/or inspection reports; maintain and upload records and correspondence; communication with applicants, contractors and staff.
    • Develop and maintain cooperative relationships with co-workers and others contacted through the course of work; respond in a positive manner to supervision and attend and perform duties on a regular and consistent basis.

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:

    EDUCATION:
    Completion of college level coursework in trigonometry, geometry, drafting, civil engineering, construction technology, architecture or a closely related field.

    AND

    EXPERIENCE:
    Approximately two years of progressively responsible experience in structural building design or building plan review. Additional qualifying experience may be substituted for the educational requirement on a year-to-year basis.

    CONDITIONS OF EMPLOYMENT

    The required conditions of employment include, but are not limited to the following:
    • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
    • Mandated Requirement: Pursuant to CA Health and Safety Code Section 18949.28, be in possession of, or obtain within two years, an International Code Council (ICC) certification as a residential plans examiner.
