    SUMMARY OF POSITION

    The Clinic Services Bureau operates eleven clinics, including one mobile clinic, in Salinas, Seaside and Marina. The Clinics offer care to the medically underserved population of Monterey County. The mission of the Clinic Services Bureau is to provide access to high quality medical care to all residents of Monterey County regardless of their ability to pay.

    The Health Department’s Clinic Services Bureau is seeking permanent and temporary Medical Assistants to work in a fast-paced environment to provide direct patient care, physician support services, assistance with medical examinations, basic laboratory procedures, operate an electronic medical record program (EPIC), schedule appointments, and register patients in one of the Monterey County Health Department clinics. The clinics provide family medicine, women’s health, internal medicine, pediatric, behavioral health, and specialty services.

    The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    Examples of Duties

    • Escorts patients to examination rooms, measures and records vital signs and records patient visit information
    • Assists with medical examinations and basic laboratory and other medical procedures, including drawing blood, administering skin tests, performing audiograms and collecting specimens. Medical Assistants will also administer immunizations and vaccines
    • Prepares and administers medications through oral, intradermal, subcutaneous and intramuscular routes, as ordered by a physician and with a supervising physician immediately available
    • Medical Assistants prepare and administer medications through oral, intradermal, subcutaneous and intramuscular routes, as ordered by a physician and with a supervising physician immediately available Educates patients regarding good health habits, preparation for surgery and/or diagnostic testing, and office scheduling procedures
    • Prepares appropriate equipment set-up for examination or treatments
    • Reviews charts in advance of patients’ appointments to ensure completeness and proper organization; ensures test results are complete and enclosed in charts
    • Assists in the scheduled inventory of emergency carts and testing of clinic equipment
    • Assists in the coordination of patient processing and expedites patient flow, providing general assistance as necessary
    • Documents procedures and treatments appropriately

    THE SUCCESSFUL CANDIDATE

    Will have a proven track record demonstrating the following knowledge, skills, and abilities:

    Thorough Knowledge of:
    • Vital signs, including body temperature, blood pressure readings and respiration of healthy adults, adolescents, children and infants
    • Cardiopulmonary resuscitation methods, practices procedures


    Working Knowledge of:
    • Outpatient patient procedures
    • Appropriate equipment required in performing specific medical procedures
    • Basic medical and nursing terminology
    • Proper operation of electrocardiographic equipment
    • Policies and procedures employed in admitting, transferring, and discharging a patient


    Some Knowledge of:

    • Procedures, practices and requirements for patient charting and outpatient procedure coding



    Skills and Ability to:
    • Effectively communicate and follow oral and written instructions
    • Perform EKG’s, give medications, draw blood, administer skin tests and immunizations, measure weight, height and blood pressure, perform basic lab tests to include hematocrit, hemoglobin, urinalysis, stool tests, etc.
    • Perform clerical functions such as scheduling appointments, answering telephones, typing and filing
    • Recognize potential problems and make corrections
    • Prioritize similar and/or conflicting responsibilities and tasks
    • Work with a culturally, socio-economically diverse patient population of varying ages
    • Establish and maintain cooperative working relationships with those contacted through the course of work including staff and other County departments
    • Use sound judgment in the performance of job duties
    • Effectively operate standard office equipment and computerized medical record systems
    • Provide excellent and courteous customer service to those contacted in the course of employment
    • Specified positions may require skill in translating for non-English speaking patients
    • Maintain confidentiality in accordance with County policies and legal regulations


    Examples of Experience/Education/Training

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:
    • Education:Graduation from an accredited Medical Assistant Program and, for those positions that require a phlebotomy certificate, training in venipuncture.
      • Possession of a valid professional medical assistant certificate.

    CONDITIONS OF EMPLOYMENT:

    The required conditions of employment include, but are not limited to the following:
    • Pursuant to the State of California Business and Professions Code, §2069 and §2070 and Administrative Code, Sections §1366 and §1366.1, Medical Assistants shall possess a certificate of satisfactory completion of an approved Medical Assistant training curriculum;
    • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
    • The Health Department will conduct a thorough background and reference check process which includes a Department of Justice fingerprint check.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
    • Some positions may be required to speak in English/Spanish and successfully pass the oral and written bilingual proficiency exam.
    • Some positions may require possession of a phlebotomy certificate of satisfactory completion of an approved phlebotomy training program;
    • Be at least 18 years of age;
    • Obtain within 45 calendar days of employment, a cardiopulmonary resuscitation certificate;
    • May attend educational seminars or other professional activities as described by American Association of Medical Assistants (AAMA) to maintain professional standards.
