    The City of Oakland's Finance Department is looking to hire a Revenue & Tax Administrator.

    The Revenue and Tax Administrator role resides within the Revenue Management Bureau of the Finance Department and is responsible for developing revenue and tax enforcement programs that demonstrate efficiency and fairness in the assessment and collection of tax revenue and other fees. The Bureau is responsible for collecting tax and fee revenue on behalf of the City including business license, utility user, parking, real estate transfer, sugar sweetened beverage distribution taxes, excess litter, and mandatory garbage subscription fees. Collection of tax revenues includes the calculation and responsibility of evaluating tax exemptions, tax auditing, tax payment hearings, and collections/liens. The Administrator is responsible for reporting revenue projections in aid of the City budget process.

    The role also directs the City's Master Fee Schedule for all City departments. The Administrator is supported by two Assistant Revenue and Tax Administrators and oversees approximately 60 FTEs.

    The Revenue Management Bureau is responsible for the collection and subsequent audits of all taxes, fees, and other revenue sources within the city. The ideal candidate will have experience planning and developing policies and programs relating to auditing citywide taxes and revenue enforcement, as well as ensuring compliance with Federal, State, and Municipal Code regulations. The ideal candidate will prepare and present various reports on these revenues and fees before city officials and must have supervisory experience. The Revenue and Tax Administrator will have the opportunity to lead enhancement efforts of revenue collections and create more efficient workflows.

    The position is a division head and has overall responsibility for the Revenue Management B ureau. Administration of the bureau includes direction over professional, technical and clerical staff in the Revenue Management Bureau.

    We are looking for someone who is/has:
    • A strong leader. You will need to effectively lead and collaborate on both interdepartmental and intradepartmental teams, committees, and boards as required. Your role will be to represent the Revenue Management Bureau in these settings.
    • A strong oral communicator. You must effectively collaborate and communicate with staff within Finance, across bureaus, as well as with the City Attorney's Office, City Auditor's Office, and department Directors.
    • Excellent written skills. You will be responsible for preparing reports and other written communications for citywide departments.

    What you will typically be responsible for:
    • Monitoring legislation and developments related to municipal revenue production and tax administration, evaluating their impact on City operations and implement policy and procedure improvements.
    • Developing and directing the implementation of goals, objectives, policies, procedures and work standards for the division. Developing and implementing management and information systems, procedures, and standards for revenue program evaluation.
    • Conferring with and advising City staff and management in analyzing and developing proposed rate structures for business taxes, license fees, parking rates, and other City revenues. Interpreting and explaining ordinances and procedures to City staff and the public. Recommending regulation and ordinance revisions to ensure effective revenue operations. Responding to inquiries and resolve complaints related to Revenue and Tax Division matters.

    Minimum Requirements for Application

    The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification .

    Education
    • Bachelor’s degree from an accredited college or university in accounting, finance, business administration, economics, public administration, or a related field. A Master’s degree is desirable.
    Experience
    • Three years of responsible supervisory experience in the management of revenue and tax administration, tax auditing or accounting operations. Municipal accounting experience is desirable.
    Desirable Qualifications
    • Certified Public Accountant (CPA)
    • Six Sigma, Project Management Certification
    • Knowledge of Federal/State collections laws


    Supplemental Information

    This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902 .

    • Health: The City of Oakland pays the full cost of employee and eligible dependent coverage at the Kaiser rate. Other plans include Anthem, Blue Shield, United Health Care, and other HMO and PPO plans.
    • Dental: Delta Dental full premium for employees and eligible dependents
    • Vision: VSP full premium for employees and eligible dependents
    • Sick leave: Employees accrue 12 days per year.
    • Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k)plan
