DEFINITION Under general supervision, the Supervising Crime & Intelligence Analyst ensures the effective operation of the Crime Analyst Unit; performs Crime & Intelligence Analyst job duties; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS The Supervising Crime & Intelligence Analyst is a first line supervisor with responsibility for the selection, training, evaluation of performance, and discipline of assigned employees. The Supervising Crime & Intelligence Analyst is distinguished from the Crime & Intelligence Analyst in that the latter does not perform supervisory duties.
SUPERVISION RECEIVED General supervision is provided by a Police Lieutenant and/or civilian manager at the discretion of the Chief of Police.
SUPERVISION EXERCISED Provides supervision to Crime & Intelligence Analysts and other temporary and/or volunteer employees assigned to the Crime Analyst Unit.
Examples of Important and Essential FunctionsAdministrative Functions
Supervises employees, including assigning, directing, and evaluating staff; trains and evaluates new employees to develop and maintain a high level of proficiency; maintains required department training program documentation; schedules employees to maintain minimum staffing levels; monitors prioritized workload, assignment of projects, and the quality of work output to ensure department standards are met; acts as the liaison between patrol division, patrol watches, criminal investigations division, and administrative services on the more day-to-day issues; interfaces with supervisors and department staff as needed; interprets department policies and procedures, as required; relates effectively to other City departments/divisions, other agencies, co-workers, and the general public; and utilizes personal computers to perform data entry/retrieval and word processing functions.
Information Maintenance
Maintains information in compliance with 28CFR Part 23 federal statue; and may receive or disseminate information as a liaison with parole, probation, California Department of Justice, Homeland Security, and other police agencies at the local, state, and federal levels.
Research and Reporting
Conducts extensive research and gathers, analyzes, coordinates, and disseminates intelligence information from a variety of criminal offense reports, arrest reports, public information databases, and other intelligence sources; prepares daily, weekly, monthly, and annual reports, information, and intelligence bulletins for dissemination to operational units within the police department and outside agencies.
Information Dissemination
Provides information and analysis and liaises with officers and detectives for major investigations, crime trends, and prolific offenders; link analysis; analysis of digital evidence; coordinates the provision of intelligence information on various organized crime groups to local, state, and federal law enforcement agencies; receive, evaluate, and transmit information through radio, computer-aided dispatch (CAD), and other technology platforms; monitors the Real Time Awareness Center (RTAC) including monitoring police radios, intelligence-sharing applications, various alert systems, and current news; coordinates meetings with citizen groups and organizations to provide information and improve community relations and crime prevention awareness; and organizes and assists in the planning, preparation, and instruction of various informational courses to officers and other police department employees.

Learn the necessary laws, policies, procedures, data bases and general orders associated with this position which may include: the Automated Warrant System, California Law Enforcement Telecommunication System, Criminal Oriented Records Production Unified System, National Crime Information Center, Criminal Identification and Information, Juvenile Information System, Regional Crime Analysis Program, Western States Information Network, Violent Crime Information Network, and Northern California Regional Intelligence Center computer data bases; exercise sound judgment, initiative, and creativity; coordinate and organize multiple projects and meet critical deadlines; write clear and concise reports, letters, and memos; and collect and interpret data for use in decision making and planning.
Experience, Education, and Training Guidelines :
Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:
Experience : Four (4) years of professional experience, two (2) of which must be at the journey level, involving the collection, research, evaluation, and analysis of law enforcement criminal information for the implementation and/or operation of programs in the criminal, behavioral, or social science fields.
Education : Equivalent to an Associate’s Degree with major course work in public/business administration, criminology, police science, behavioral science, social science or a closely related field. Experience may be substituted on a year for year basis. A Bachelor’s Degree in a related field is highly desirable.
Certificate : Possession and maintenance of a Crime and Intelligence Analyst certificate from an accredited college or professional crime analyst organization.
License : Possession of a valid California Driver’s license and satisfactory driving record as determined by the City.
Other Requirements : Willingness and ability to work holidays, weekends, scheduled overtime, and emergency overtime; attend meetings, conferences, and seminars during work and non-work hours which may require travel; comply with departmental grooming standards; and may be required to pass a federal background investigation for the purpose of obtaining security clearance.
Special Requirements : Essential duties require the mental and/or physical ability to: work in a standard office environment; drive a vehicle; read or see objects under ambient, limited or artificial lighting and at a reasonable distance with sufficient clarity; hear normal speech and other audible events, even in combination with other environmental noise, including hearing voices transmitted by radio and telephone; speak clearly to be understood by others under normal or highly stressful circumstances, either directly or through amplified radio or telephonic transmission; and safely lift and maneuver office supplies, boxes, and equipment weighing up to 25 pounds.

PRESCRIPTION SAFETY GLASSESReimbursement of up to $150/year for purchase of safety prescription glasses for EEs working in locations where there is a risk of eye injuries.
SHIFT DIFFERENTIALEEs regularly assigned to city facilities operating 24/7 - $2.50/hour for all hours worked when assigned to a shift requiring EE work at least 4 hours between 4:00 p.m.- 6:00 a.m.
EQUIPMENT OPERATIONPublic Works EEs: $12.00/day for EE who operates Class A vehicle, min of 50%+ operation/day.
STANDBY PAY2 hours straight-time for standby on regularly scheduled work day

COURT PAY/COURT CANCELLATION PAYIf in connection with EE's usual official duties, 3 hrs min @ OT, or 4 hrs min @ OT for those required to appear on normal day off or on graveyard shift.
SUPPORT SERVICES TRAINING OFFICER PAY$90/pay period for full pay period while assigned.
BILINGUAL PAY$60/pay period for both written & conversational. Must be certified by Department Head and approved by Admin Services Director, and used on the job.
$35/pay period for conversation level as certified by Department Head and approved by Admin Services Director.
TELEPHONE PAY20 minutes and for each minute exceeding 20 minutes at OT rate.
