    Job Description:

    Overview

    Responsible for organizing, coordinating and leading the City's response to effectively impact the chronic homeless challenge in Sarasota in collaboration with community partners, social service providers, governmental agencies, faith-based groups, business, and other potential partners.

    Essential Functions
    • Spearheads the City's action plan on the chronic homeless challenge in conjunction with other initiatives.
    • Responsible for organizing and launching a local Housing First Initiative to respond to the chronic homeless challenge in Sarasota City and County.
    • Informs, educates and partners with business and community groups, community foundations and non-profits regarding the City's action plan for the chronic homeless; including attending weekly and monthly meetings of case managers and Continuum of Care partners.
    • Develops and updates required status report to measure the City's progress on homeless initiatives.
    • Attends public meetings of various boards, commissions and committees, presenting reports on assigned projects and activities and also explains the specific homelessness response developed and implemented by the City of Sarasota.
    • Represents the City at speaking engagements locally and throughout the nation on the chronic homeless challenge and the City's specific response and program objectives.
    • May be assigned as a staff liaison with a specific board, commission or committee.
    • Provides internal staff training to sworn and civilian employees on outreach, services and ordinance enforcement.
    • Prepares the budget related to the homelessness initiatives for the City of Sarasota in addition to contracting required services to implement strategies.
    • Must be able to present and communicate homeless issues from the perspective of code compliance, public safety, legal issues, an expert in the field of homelessness and a social work perspective.
    • The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.


    Minimum Qualifications
    • Bachelor Degree from an accredited college or university in business, finance, public administration, marketing or a field related to grants or non-for-profit administration.
    • Five (5) years of progressively responsible strategic experience in planning and project implementation in business, non-for-profit or public administration, outreach or other problem solving environment;
    • Or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.

    • Ability to manage projects and grants through the planning, organization, monitoring, reporting and control of assigned projects; including development of project plans with tasks, timelines, responsibilities and budgets as well as responsiveness to request from others in a timely manner.
    • Ability to research, prepare and present reports.
    • Ability to work independently and as a member of multi-disciplinary teams, exercise sound judgment, and handle sensitive public relations issues and information with tact and diplomacy.
    • Develops and helps to implement homeless initiatives and plans under the direction of the City Manager.
    • Research and maintain a working knowledge of best practices with regards to homeless initiatives being implemented in other public and private organizations.
    • Identify and support applications for government and non-government grants related to homeless initiatives and participate in grant administration and management as appropriate.
    • Ability to communicate effectively as a leader in the area of homeless initiatives, both orally and in writing.
    • Ability to analyze and prioritize programmatic requirements and activities, to ensure continuity of essential functions and efficient use of available resources.
    • Ability to establish and maintain effective working relationships with other governmental and organizational City Officials/ Departments, consultants, vendors, contractors, and the general public.
    • Ability to respond courteously, tactfully and effectively to public concerns and complaints.


    Responsibility

    Under the direction of and responsible to the City Manager. As assigned by the City Manager, may assign and direct the projects of others as assigned.

    Physical Requirements

    This is office work, usually requiring limited physical exertion. However, the work requires occasional light physical activity, especially when interacting within the community and attending events or meetings outside of an office setting. In this context, some lifting, reaching, stooping, pulling, grasping, balancing, climbing, kneeling, standing, or similar activity may be required. Visual acuity is required, primarily for reviewing computer and written files and other documents, as well as reviewing the work of others. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken levels.

    Public Contact

    Contacts are an essential component of this position. The incumbent interacts frequently with the members of the general public, community leaders and donors, the City Commission, City officials, employees of other governmental agencies, vendors, contractors, and media. Substantial diplomatic skill is required to deal credibly and effectively with public contacts to explain the operation and programs and initiatives.
