    OPERATIONS MANAGER - LANDSCAPING & FACILITIES

    The City of Elk Grove is seeking an Operations Manager to lead its Landscaping and Facilities Division in the Public Works Department. In this newly created role, you will oversee the maintenance of City facilities—including District 56 and Old Town Plaza—as well as roadway landscaping, trails, open spaces, and urban forestry.

    Representative Duties

    DEFINITION

    Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the Operations Divisions of the Public Works Department, including the maintenance and repair operations of City streets, landscapes, trees, drainage and stormwater systems, fleet, facilities, and traffic device infrastructure; oversees and reviews the design, construction, maintenance, and operations of a wide variety of maintenance projects and related programs; manages and monitors various City contracts for maintenance services; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to department management in areas of expertise; and performs related duties as assigned. Duties may vary depending on the assigned department and division as described in the job functions section.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general direction from assigned management personnel. Exercises supervision over supervisory, professional, technical, and administrative support staff.

    CLASS CHARACTERISTICS

    This is a management classification responsible for managing a division in the Public Works Department. The incumbent is responsible for developing and implementing policies and procedures for an assigned division, including short- and long-term planning, budget administration and reporting, and coordination of key programs/projects with other City divisions and departments and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major City initiatives.

    • Plans, manages, and oversees the daily functions, operations, and activities of the assigned Operations Division.
    • Participates in the development and implementation of goals, objectives, policies, and priorities for the assigned division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
    • Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
    • Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
    • Develops and manages requests for proposals for professional and/or contracted services related to the assigned division; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality.
    • Plans, prioritizes, and schedules capital improvement and maintenance projects within the assigned division; reviews plans and specifications for conformance to construction standards and recommends changes as appropriate to meet operational needs; arranges for, or purchases appropriate tools, supplies and materials; prepares documents for equipment procurement; participates in the bid process for maintenance and repair projects.?
    • Troubleshoots complex operational and maintenance problems specific to the assigned division; corrects or directs the correction and repair of operational and/or equipment problems.
    • Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.?
    • Prepares and presents staff and agenda reports, and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
    • Conducts a variety of organizational and operational studies and investigations pertaining to the assigned division; recommends modifications to assigned programs, policies, and procedures, as appropriate.
    • Serves as a liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.
    • Attends and participates in professional group meetings; stays abreast of new trends and innovations in municipal public works operations; research emerging products and enhancements and their applicability to City needs.
    • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
    • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
    • Directs the establishment and maintenance of working and official division files.
    • Ensures staff compliance with City and mandated safety rules, regulations, and protocols.
    • Performs related duties as assigned.
    When Assigned to Capital Maintenance:
    • Manages the design, construction, and review processes for capital maintenance and improvement projects related to pavement, drainage, trails, facilities, and other Operations maintenance activities; ensures projects meet quality standards, timelines, and budget constraints.
    • Manages and monitors various City contracts for maintenance services, including developing scopes of work, evaluating bids, negotiating terms, and overseeing contractor performance.
    • Assists and coordinates with the Capital Improvement Program (CIP) Division to plan and deliver the 5-year CIP, providing input on maintenance needs, project prioritization, and resource allocation. Plans and manages the City's Pavement Management Program, including overseeing condition assessments, developing maintenance strategies, prioritizing repairs, and allocating resources to maximize pavement longevity and minimize lifecycle costs.
    When Assigned to Operations & Maintenance:
    • Oversees maintenance and repair of drainage and stormwater conveyance systems, including scheduling regular inspections, planning maintenance activities, and coordinating emergency responses to flooding issues.
    • Oversees and manages streets (right of way maintenance) and non-electrical traffic devices (signs and markings), ensuring timely repairs, updates, and replacements to maintain safe and efficient traffic flow.
    • Oversees and supervises maintenance of electrical traffic devices including streetlights, traffic signals, fiber network, flashing beacons, speed feedback signs, and other electronic traffic devices; and ensures compliance with relevant regulations.
    • Directs fleet maintenance operations, overseeing vehicle and equipment maintenance schedules, repair processes, and replacement planning to optimize fleet performance and longevity.
    • Reviews permits, development plans, and Capital Improvement Program (CIP) projects to ensure compliance with city standards, regulations, and long-term maintenance considerations.
    When Assigned to Landscape & Facilities:
    • Manages landscape maintenance operations for parks, medians, and other public spaces, including developing maintenance schedules, overseeing irrigation systems, and implementing sustainable landscaping practices.
    • Oversees and coordinates services provided to the City by the Cosumnes Community Services District (District) and acts as a liaison between the City and District to ensure effective communication and alignment of maintenance activities.
    • Assists, coordinates, reviews, and inspects Development and Capital Improvement Program (CIP) landscape projects, ensuring compliance with city standards, water conservation requirements, and long-term maintenance considerations.
    • Assists, coordinates, reviews, and inspects CIP facility projects, including renovations, expansions, and new construction, to ensure they meet city needs, building codes, and sustainability goals.
    • Oversees and directs urban forestry management, including tree planting, pruning, and removal programs, as well as developing and implementing urban forest management plans.
    • Oversees open space and vegetation management, coordinating efforts to maintain natural areas, control invasive species, and preserve biodiversity within city limits.
    • Oversees City facilities maintenance and operations, including developing preventive maintenance programs, overseeing repairs and renovations, and implementing energy efficiency measures.

    Education and Experience:

    When assigned to Capital Maintenance OR Operations & Maintenance:
    An associate’s degree from an accredited college or university with coursework in business or public administration, construction technology, construction management or a related field and five (5) years increasingly responsible experience in the management and administration of a public works maintenance program including three (3) years of supervisory experience.

    When assigned to Landscape and Facilities:
    An associate’s degree from an accredited college or university with coursework in landscape and/or facility management, construction management, business administration or a related field and five (5) years of increasingly responsible experience in a comprehensive landscaping and facilities’ maintenance program including three (3) years of supervisory experience.

    Licenses and Certifications:
    Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver’s license. This requirement may be waived for individuals who are unable to obtain a driver’s license due to a disability.?

    Physical Demands and Work Environment

    PHYSICAL DEMANDS

    When assigned to an office environment:
    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.     ENVIRONMENTAL CONDITIONS

    Covers IRS approved medical and/or approved dependent care expenses to be paid on a pre-tax basis.

    Health (Medical) Insurance
    The City participates in the CalPERS Health Plan (PEMHCA) and offers a "cafeteria plan," which includes a monthly City contribution that an employee may apply toward premiums for medical insurance.

    The City's Contribution rates for the 2025 plan year are as follows:

    Single: up to $1,001.61 per month
    2-Party: up to $2,003.22 per month
    Family: up to $2,604.19 per month

    Employees who show evidence of other group health insurance coverage and waive enrollment in a CalPERS health plan shall receive a taxable in lieu cash fringe allowance of $300 per month.

    Dental Insurance
    100% City paid for employee and eligible dependents if enrolled in the City's medical plan.

    Vision Insurance
    100% City paid for employee and eligible dependents if enrolled in the City's medical plan.

    Pet Insurance
    City employees are eligible to purchase pet insurance at a discounted premium rate through MetLife.

    Supplemental Health Insurance
    The City provides supplemental health insurance up to $15,000 per year for eligible participants.

    Retirement Health savings Account

    City provided defined contribution program for IRS-eligible medical expenses upon retirement.

    Holidays

    Twelve (12) paid holidays per year and sixteen (16) floating holiday hours per fiscal year. Employees who are assigned by the Police Chief to work shifts receive a 5% Holiday Pay Differential in lieu of paid holidays and eight (8) floating holiday hours per fiscal year.

    Life Insurance

    City provides Life insurance at 1X base salary with a minimum of $50,000 and maximum of $300,000. Additional life insurance may be purchased by employee up to a maximum of $500,000.

    Military Leave

    The City will pay qualified employees any difference between his/her base salary and the amount received in military reserve pay for regularly scheduled annual training that requires the employee to take military leave from his/her regular work week.

    Retirement -PERS
    Your CalPERS Pension formula will be dependent upon your hire date with the City of Elk Grove and/or your status with any Public Retirement System.
    • 2.7% at 55 if hired before 8/12/12.
    • 2% at 55 if hired after 8/12/12 and a current Classic member of CalPERS.
    • 2% at 62 if hired after 1/1/13 and not a Classic member of CalPERS.

    Internal applicants will remain in their current retirement formula unless they are moving from a safety to miscellaneous classification.

    Short Term/Long Term Disability
    • The City provides Short-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $2,300 per week and Long-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $15,000 per month.
    • The City also provides Paid Family Leave coverage @ 60-70% of weekly earnings up to a maximum of $,1623 per week.
    City employees DO NOT contribute to the California State Disability Insurance (SDI) program.

    Social Security

    City offers an IRS qualifying retirement plan, therefore, employees do not currently participate in the Social Security program.

    Tuition Reimbursement

    80% up to $2,000/year for City related Certification programss.
    80% up to 3,500/year for Associates, Bachelors or Masters Degree
