POSITION Under administrative direction, establishes and maintains direction and regulation over the Residential Sound Insulation Program activities and grant resources to ensure compliance with funding mandates and to meet city goals and objectives.
ESSENTIAL FUNCTIONS - Directs, administers, implements and supervises the Residential Sound Insulation (RSI) Program resources and staff engaged in program projects;
- Establishes, develops, communicates and advocates departmental long and short term goals and objectives through strategic planning;
- Plans the program scope and schedule activities based upon funds available, anticipated funds and community needs;
- Maintains working relationships with Federal Agency Administration and Los Angeles Airports and other invested parties to ensure consistent funding for the city program;
- Reviews design plans and specifications, oversees preparation and procedures of bids, and updates the program guidelines, and policies and procedures.
- Hires and works with design and acoustic consultants for the effective use of Program resources.
- Provides administration support, information, and prepares recommendations to the Aviation Commission and City Council regarding airport issues,
- Provides construction project administration and management, contract and contractor procurement, product analysis, product recommendation and product approval for RSI City projects;
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS - Knowledge of applicable city, county, state and Federal statutes, rules, ordinances, codes and regulations governing the City’s RSI grant application and administration best practices and techniques, municipal proposal bidding procedures, guidelines, and processes.
- Skilled in managing grant funded programs, working within deadlines, and analyzing, identifying and implementing plans and solutions to complex problems, managing, delegating and evaluating work of assigned staff, communicating verbally and in writing, and in establishing and maintaining productive professional working relationships;
- Proficient in the use of a personal business computer/hardware and Microsoft Office and other industry related software packages.
MINIMUM QUALIFICATIONS Bachelors degree in Business Administration, Public Administration
AND seven (7) years experience maintaining and implementing grant funded programs including three (3) years at a supervisory level; Must possess at the time of application and maintain a valid California Driver’s License.
THE EXAMINATION PROCESS for this position begins with review of all applications submitted. Applicants deemed as qualified will be invited to participate in the examination for this recruitment.
The examination shall consist of one or more of the following exams: Technical and Experience Evaluation and/or Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must pass each test part with a score of 70% or higher to have his/her name placed on the active eligibility list for this position. Appointments will be made from candidates in the top three rankings.
