    The Tulare County Health & Human Services Agency (HHSA) is actively recruiting for a Registered Nurse - Lead - Bilingual. This position is utilized in Behavioral Health and Public Health to lead supervision for the professional or non-clinical nursing staff. The successful candidate will assess the physical and emotional conditions of patients and determine the priority in which to render services. The candidate should be able to assist nursing administration in developing and implementing policies, procedures, and protocols. This recruitment will establish an employment list to fill immediate and future vacancies.

    The Registered Nurse - Lead - Bilingual will take the role of ensuring compliance with regulatory requirements, policies, procedures, and standards of practice, as well as assisting with the implementation of policies and procedures for the quality assurance and improvement function. The incumbent will oversee the smooth progression of daily patient schedules and monitor patient clinic flow, including delegating nursing assignments, preparing schedules, monitoring, and ordering medications and supplies. Coordinating and supervising the assignments of routine tasks to selected members of the clinic staff to keep the clinic operational is also the responsibility of this position. The ideal candidate will have the ability to communicateefficiently and clearly with patients and various providers on behalf of patients. She/he will create, update, and maintain a database for case management and reporting purposes. In addition, the successful candidate will act as a liaison between HHSA, patients, and their families.

    The Public Health Registered Nurse - Lead - Bilingual will oversee and assist nursing professionals and support staff. The ideal candidate will have the ability to communicate effectively with patients, families, program partners, and providers on behalf of patients. The successful candidate will work collectively and collaboratively in a multi-disciplinary team setting and understand immunization, communicable diseases, human immunodeficiency virus, tuberculosis, and general community health nursing. The incumbent will act as a liaison between the Public Health Branch and other organizations.

    Eligible applicants may receive loan repayments of up to $15,000 in exchange for a 12-month service obligation to practice and provide direct patient care in a qualified facility.     Typical Duties

    Key Responsibilities
    • Assist nursing administration in policy, procedure, and protocol development and implementation.
    • Perform a wide variety of nursing duties in an assigned clinic unit such as specialty, general, obstetrics, pediatrics, or surgery.
    • Instruct licensed and non-licensed personnel on duties to be performed in the clinic.
    • Provide education and counseling to clients with various health conditions.
    • Administer and record medication, immunizations, and treatments rendered to patients.

    Minimum Qualifications

    Required Qualifications

    Candidates must meet the qualifications listed below by the application deadline.
    • Graduation from an accredited school of nursing.
    • A valid California Registered Nurse License issued by the California Board of Registered Nursing.
    • Two years of professional experience as a Registered Nurse, preferably with some lead worker experience.
    • Bilingual Spanish or Southeast Asian.


    Desirable Qualifications

    • Minimum of one (1) year experience as a lead registered nurse.

    • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
