ABOUT THE JOB: The
GIS Analyst II position is responsible for managing and analyzing geospatial data, developing GIS solutions, and supporting internal and external users. This role involves maintaining GIS databases, producing cartographic products, and utilizing ArcGIS Pro, ArcGIS Online, and Enterprise to develop mapping applications. The analyst provides technical support, documents GIS processes, and automates workflows using scripting languages. Strong analytical skills, attention to detail, and the ability to communicate complex GIS concepts are essential. This position may require after-hours work to respond to critical system incidents.
This position is located in Deschutes County and may be eligible for remote work as allowed by policy and approved by the supervisor/County Administrator.
Key Responsibilities: - GIS Data Management and Analysis - Design, develop, and maintain GIS databases, ensuring data accuracy, integrity, and security. This includes creating, editing, and maintaining complex data types (e.g., annotation, map caches, vector tiles) and employing spatial analysis techniques to support decision-making.
- Technical Support and Training - Provide training and technical assistance to internal and external users of GIS systems. Develop training materials, document GIS processes, and respond to support tickets using helpdesk software to resolve issues efficiently.
- GIS Application Development and Integration - Utilize ArcGIS Pro and ArcGIS Online/Enterprise to create, maintain, and share GIS content. Develop and implement GIS automation using models and/or scripting languages, evaluate system modifications, and configure applications using widgets, arcade expressions, and custom tools.
What You Will Bring:Knowledge of or experience with:
- Spatial Analysis Concepts -Extensive experience with spatial analysis concepts and their application using various GIS tools, combined with expertise in cartography and GIS solution development to create high-quality maps, applications, and visual data outputs.
- GIS Systems and Data Management -Expertise in data management practices, including the ability to design, develop, and maintain GIS databases, while ensuring system security and implementing best practices for data integrity and quality control.
- Systems Maintenance and Security - Knowledge of system security principles, user account management, and best practices for maintaining GIS platforms.
Skill in:
- Advanced Proficiency in ESRI Software - Mastery of ArcGIS Pro, ArcGIS Online, and Enterprise, including the creation of maps, layers, and geospatial content.
- Technical Troubleshooting and Support - Ability to analyze complex geographic information, resolve data integrity issues, and provide advanced technical assistance to users.
- GIS Automation and Scripting - Basic proficiency in scripting languages and application programming interfaces (APIs) to automate GIS workflows and improve efficiency.

Minimum Qualifications- Associate’s degree in Geography, Engineering, Computer Science, or a closely related field;
- AND four (4) years of professional experience in designing, programming, supporting, and implementing GIS applications;
- OR any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities to perform the essential functions of the job.
Preferred Qualifications: - GIS experience in a government environment.
- GIS Professional (GISP) certification or other relevant industry certifications (e.g., Esri Technical Certification).
- Proficiency in Python, SQL, or ModelBuilder for GIS automation and geoprocessing.
- Familiarity with web-based GIS applications, APIs, and dashboard creation using Esri tools.
