    Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

    ABOUT THE POSITION:
    Under general supervision, analyzes business needs and facilitates the elicitation of user requirements; documents and prioritizes business requirements; verifies the project deliverables; and identifies business reengineering opportunities and workflow from the business perspective for complex information technology systems and business processes. Lead and coordinate lower-level IT analyst staff performing project business analyses and related duties, as assigned.

    Essential Job Functions

    Participates in implementing governance, processes, and tools required to successfully manage requirements for systems development and implementation, including initial requirements capture, requirements change management, and traceability to testing and delivered functionality.

    Helps resolve competing priorities between stakeholder groups by facilitating stakeholder discussions and escalates issues where appropriate.

    Provides support to business users by coordinating with IT staff to help review and provide input for the design of the IT system from the business perspective.

    Responsible for assessing information technology systems and making suggestions for how they can better meet business needs by evaluating technical options, limitations, costs, and risks. Communicates tradeoff to business partners and works with them to shape requirements.

    Leads the elicitation of business requirements using business analysis tools and methodologies such as use case modeling and use case narratives, and models conceptual data, functional specifications, and processes.

    Bridges the gap between IT and the business by documenting business and technical requirements for successful IT systems, oversees their operations, and provides consultations on what kind of features or modifications would best serve the organization's strategic goals.

    Recognizes the strategic requirements of the business and formulates growth plans by staying informed about the most recent advancements in information technology applications.

    Requirements

    REQUIREMENTS TO QUALIFY

    SPECIALTY REQUIREMENTS:

    Two (2) years of business analyst experience, performing the design and implementation of cloud data platforms such as Amazon Web Services (AWS), Microsoft Azure, Databricks, or Google Cloud Platform, in support of data analytics, data science, Artificial Intelligence (AI), Machine Learning (ML), and other data initiatives for a large organization. The required years of experience must also include coding, troubleshooting, and optimizing Transact-SQL (T-SQL) code.
    For this examination, a large organization refers to an entity with a workforce of 3,000 or more employees, a complex operational structure, and multiple departments or facilities, serving a broad geographic area and managing a wide range of services to meet the needs of a large population.

    PHYSICAL CLASS II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    LICENSE: A valid California Class “C” Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    DESIRABLE QUALIFICATIONS:
    Additional credit will be given to applicants that possess the following desirable qualifications:
    • Additional experience in excess of the Selection Requirements
    • Experience utilizing either of the following agile project management tools:
    • JIRA
    • Smartsheet
    • Microsoft Azure DevOps
    • Certificate of completion as a Certified Business Analysis Professional (CBAP) from International Institute of Business Analysis*

    SPECIAL REQUIREMENT INFORMATION: *In order to receive credit for the CBAP, applicants MUST include a legible photocopy of your certificate of completion which shows the area of specialization at the time of filing (preferred).     Additional Information

    EXAMINATION CONTENT:
    This examination will consist of two (2) parts:

    Part I - Training & Experience (T&E) Evaluation: This assessment type will evaluate the training, experience, and desirable qualifications you list on a questionnaire and assign a score based on a standardized scoring system. This part of the assessment is worth 30% of your total score.

    Only applicants who achieve a passing score of 70% or higher on Part I will be invited to participate in the oral interview - Part II.

    Part II - Oral Interview: This assessment type will evaluate your Technical Knowledge and Analytical Skills, Interpersonal and Communication Skills, Decision-Making and Adaptability, Dependability and Ethics, and Leadership. This part of the assessment is worth 70% of your total score.

    Candidates must achieve a passing score of 70% or higher on each weighted part of the examination in order to be added to the eligible register.

    Candidates who passed the assessments are placed on a list in the order of their score group for a period of twelve (12) months. We will use this list to fill vacancies as they occur.

    Your score will be valid for twelve (12) months from the date of your assessment results notice.

    ELIGIBILITY AND VACANCY INFORMATION:

    No person may compete in this examination more than once every twelve (12) months.

    The list of successful candidates created from this exam will be used to fill vacancies throughout the Department of Health Services as they occur.

    SPECIAL INFORMATION:
    Appointees may be required to work any shift , including evenings, nights, weekends, and holidays.
