    Application and Selection Process:
    This is a Closed-Promotional recruitment open only to permanent employees of the City of El Segundo. Only online applications will be accepted for this position and must be received by 12:00 p.m. on Thursday, February 27, 2025.
    In order to complete your application, copies of the all the required certifications and a resume must be attached.

    Candidates must submit the required City online employment application, attach a copy of resume, current EMT and CPR certifications, State Chief Officer Certification (if applicable), and respond to the Supplemental Qualifications Questionnaire by Thursday, February 27, 2025 at 12:00 p.m. Failure to attach a copy of your certifications and resume, respond to the Questionnaire and submit an online application will disqualify your application. Applicants providing any additional supplemental material with their application must attach their materials at the time of application filing. All properly submitted employment application packets will be reviewed and evaluated. Only those candidates who appear to be the most qualified and most closely meet the needs of the City will be invited to the testing process.

    Examination Process and Testing:

    The following dates are tentative until qualifying candidates receive their confirmation from the Human Resources Department. All correspondence will be sent via e-mail using the e-mail address provided on the online employment application.

    Written Exam

    Overall Score and Eligibility List: Combining scores from all portions of the examination, a candidate must achieve a final overall raw score of 70% or higher in order to receive a final weighted score, and be placed on to the final eligibility list. The Fire Chief will make the final hiring decision according to the Personnel Rules and Regulations.

    Essential Job Functions

    Under general supervision, plans, organizes, supervises and participates in fire related activities including suppression, prevention, and investigation; rescue and medical emergencies; performs related duties as required.

    Class Characteristics

    This is the first line supervisory class in the fire safety series reporting to a shift supervisor. During their assigned shift, the Captains are responsible for the supervision of an engine company in the response area designated for a given station. In addition to their supervisory responsibility, the Captains participate in the rendering of services and administer certain programs necessary to operation of the City as a whole.

    Examples of Duties:

    Duties may include, but are not limited to, the following:

    • Supervises engine company personnel engaged in fire suppression, prevention, and investigation and the provision of rescue, emergency medical and other services provided by the Fire Department.


    • Responds to fire and other emergency calls; makes necessary decisions in emergency situations as regarding the deployment of Firefighters and equipment, fire suppression activities, emergency medical, and rescue procedures.


    • Conducts and supervises the inspection of commercial and industrial buildings to enforce fire codes and ordinances; identifies fire hazards, collects information, and participates in pre-fire planning processes.


    • Provides training through drills, classroom instruction, shift briefings and on the job instruction; enforces department rules and regulations regarding employee conduct and performance; conducts performance evaluations and counsels employees; makes recommendations concerning disciplinary action; maintains personnel and other department records.


    • Directs and may participate in the cleaning, maintenance, and repair of fire equipment, apparatus, and facilities.


    • Participates in on-going training and development activities to maintain current knowledge of technological advancements and other relevant information; may participate in special projects and perform staff assignments such as supply, maintenance, personnel, budget, etc.


    • Keeps subordinates and supervisors adequately informed of significant matters which affect their work, attitude, and morale; advises and consults with their immediate supervisor on a regular and on-going basis; interacts with the public at large.


    • Prepares timely and accurate reports and maintains company files in an up-to-date status as required; generates a monthly report for the immediate supervisor regarding work activities; assists in budget development regarding station maintenance and improvements.


    Knowledge, Skills and Abilities

    Extensive knowledge of fire safety regulations; fire prevention laws and ordinances; firefighting principles and techniques; fire prevention principles and techniques; emergency medical service and rescue methods; Fire Department administration as may be relevant to work of a first line supervisor; local, state, and national fire safety codes and laws; building materials and construction; principles of combustion; local geography and major fire hazards of the City. Considerable knowledge of fire/arson investigation and case processing; supervisory practices; laws and court decisions regarding the rights of employees. Ability to supervise and prioritize the work of others; direct others in emergency situations; identify and evaluate target hazards; evaluate and adjust water flow; train others in fire prevention and suppression techniques; establish and maintain effective relationships; communicate effectively both verbally and in writing; understand written and verbal directions; maintain records and prepare reports.

    Qualifications

    A combination of experience and training that would likely provide the required knowledge, skills, and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:

    Candidates for Fire Captain shall be required to have ten (10) years of fire service experience with the El Segundo Fire Department or five (5) years of fire service experience with the El Segundo Fire Department with an AA degree.

    Special Requirements
    Possession of or ability to obtain a valid Class C California driver's license and a satisfactory driving record; current EMT certification, including CPR certification.

    Possession of a State Fire Officer Certification is desirable.

    Depending upon assignment a Class B California driver's license and a Driving Instructor Certificate may be required.

    Probationary Period:
    All employees must successfully complete a 12-month probationary period in order to attain permanent status with the City of El Segundo.

    FIREFIGHTERS ASSOCIATION (FFA)
    Benefit Summary


    PERS Retirement : 3% @ 55, single highest year.Classic memberemployees pay full 12% PERS Member Share 2.7%@57 for new members hired on or after 1/1/13 with three year average final compensation and payment of 50% of normal cost (12%).

    Retiree Medical: City offers paid retiree medical insurance at same rate as active employees.

    Medical Insurance : $1,750.00/month for employeeand dependents' medical insurance under PERS. Basic level EAP coverage paid by the City.

    Optical/Dental/Life/AD&D : Premiums paid by the employee. Premium monthly amount is added back to monthly salary. $50,000 term life policy.

    Flex Plan: Section 125 Plan, allows for payment of employee paid insurance medical treatment, and dependent care expenses with pre-tax dollars.

    Deferred Compensation : Voluntary participation in 457 plan.

    Holidays : Paid 144 hours per year in lieu of holidays.

    Vacation Leave : 12 days or 6 shifts (1- 7 years); 18 days or 9 shifts (7 - 14 years); 24 days or 12 shifts (after 14 years of service). Leave can be used after one year of service. Annual cash conversion currently suspended.

    Sick Leave : Eight (8) hours per month or twelve (12) hours per month for shift personnel. Partial payment for accrual over 1,584 hours and percentage of unusedleave paid upon retirement or separation.Effective 10/1/16, sick leave paid at base hourly rate.

    Bereavement Leave : Four (4) days or two (2) 24-hour shifts for shift personnel per qualifying incident.

    Longevity Pay: Level I, 6.5 years = $407.77 - $570.24; Level II, 13 years = $990.30 - $1384.87; Level III, 19.5 years = $1572.87 - $2199.50; Level IV, 26 years = $2271.87 - $3177.06. Program frozen for current employees pursuant to MOU provisions. Not available to future employees.

    Educational Incentive Pay: Depending upon level of education, position held and step within range, may receive pay from $524.28/mo up to $1059.02/mo.Program frozen for current employees pursuant to MOU provisions.Not available to future employees.

    Certification Pay: Depending upon classification and step within range, may be eligible for Paramedic Level I - $505.27 - $855.36.
