    Current vacancy with the Health & Human Services Agency located in Visalia and Porterville. This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.

    Typical Duties

    Perform a wide variety of general clerical duties related to assigned functional area and clinic or laboratory department. Review and process a variety of documents including general correspondence, memos, and statistical charts from rough drafts or verbal instructions. Act as a receptionist, answer the telephone, register patients using the clinic or laboratory computer system, schedule appointments, wait on the general public, and provide information on Department or Clinic policies and procedures as required. Use electronic health records to collect and manage detailed personal, demographic, medical, and billing information. Sort and file documents, charts, records, maintaining alphabetical, numerical, index and cross-reference files. Receive, sort, and distribute incoming and outgoing correspondence. Issue, receive, log, and process records requests, records releases, requests for information and other types of forms. Accept payment of fees; maintain and process cash records. Accurately record information in patient records. Assist clients in the completion of application and declaration forms Screen clients for possible eligibility for Health assistance programs. Review applications and declarations for accuracy, completeness, and consistency. Provide information to patients, family members and the general public. Refer patients to appropriate designated social services staff and complete appropriate referral forms. May be required to travel and participate in functions at fairs. May be required to participate on community committees.

    Minimum Qualifications

    Education: Equivalent to completion of the twelfth (12TH) grade

    Experience: At least six (6) months of increasingly responsible experience in a medical office environment OR completion of a medical office support program from an accredited business/community college or adult school.

    Knowledge of : Basic math functions. monetary system. Proper English grammar and word usage

    Skill/Ability to: Write and print clearly, uniformly and legibly. Recognize and maintain confidentiality of information in compliance with department regulations. Spell correctly. Record simple information accurately and legibly. Read, understand, and follow written and verbal instructions. Communicate effectively both verbal and written. Deal tactfully with the public and other employees. Perform simple clerical functions. Use a variety of office equipment, including use of a personal computer for basic data entry and/or simple word processing. Establish and maintain effective working relationships with County staff and the public. Work and communicate effectively with people of various educational and socioeconomic backgrounds by honoring and respecting beliefs, interpersonal styles, attitudes and behaviors of both clients and co-workers. Remain flexible to changes in workloads and stress of meeting deadlines. Follow verbal and written instructions. Learn medical terminology.

    License/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver's license; possession of a current CPR (Cardio Pulmonary Resuscitation) certificate, which must be obtained within six (6) months of employment.

    DESIRABLE EMPLOYMENT STANDARDS

    Knowledge of: Basic office procedures, computer programs, and clerical functions; medical billing and insurance; electronic health records; laboratory-based computer systems; Biosafety; patient privacy and confidentiality standards; operate and maintain routine office equipment.

    Skill/Ability to: Speak Spanish, or other client language.

    Education: Completion of a medical office support program from an accredited business/community college or adult school.

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
