    Position Description

    The City of Fresno, Personnel Services Department is recruiting for a Temporary Management Analyst I to provide professional support to the following departments: the General Services Department, FAX Department, Personnel Services Department, and the Youth Job Corps Program.

    Essential duties may include, but are not limited to the following:
    Assists and participates in various personnel functions.

    Researches and analyzes a variety of information and data. Makes recommendations for procedural and operational improvement.

    Participates in employee/employer relations and Employee Engagement activities; collects, compiles, and evaluates data; reports findings and participates in the implementation of recommended actions.

    Maintains various records and files.

    Assists with various program activities within assigned area and of responsibility; assist with goals, implementation and modification of program elements.

    Pay,Benefits, & Work Schedule

    The schedule and duration of the assignment varies based on the assignment, please inquire with the hiring department during the interview process.

    The limited employment opportunities will provide health benefits, except for pension, and are not a guarantee of permanent employment.

    UNIT 13 Classification: City of Fresno Professional Employees Association (CFPEA)

    HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental, and vision for employee and their dependents.
    FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
    DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
    MANAGEMENT LEAVE: 60 hours per fiscal year for exempt employees.
    ANNUAL LEAVE: Accrue 15.5 hours per month with cash-out provisions.
    SUPPLEMENTAL SICK: 40 hours per fiscal year. 80 hours lifetime maximum.
    HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
    LIFE INSURANCE: Benefit equal to annual salary; premium paid by the City.
    LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.
    BILINGUAL PREMIUM PAY: $100 per month.
    HEALTH REIMBURSEMENT ARRANGEMENT: To reimburse retirement medical insurance and qualified medical expenses.

    The City may also utilize this recruitment to fill temporary, non-permanent assignments consistent with the Fresno Municipal Code Section 3-256 (a) (2). Pursuant to the City of Fresno Charter, temporary employment shall not exceed 2,080 hours within 2 fiscal years; and may not exceed 29 working hours per week or if working up to 40 hours per week may not exceed 120 days.

    Education: Graduation from an accredited college or university with a Bachelors Degree in Business Administration, Public Administration, or closely related field.

    Substitution: Applicable experience may be substituted for the required education on a year-for-year basis

    For the assignment in Personnel Services, professional experience supporting workplace investigations or similar confidential matters is highly desirable.

    For the FAX assignment the possession of a valid California driver's license is required at the time of appointment. Candidates considered for hire must provide proof of a valid driver's license and a current copy of their driving record.

    Additional Information

    FAX: The Fresno Area Express (FAX) assignment is currently seeking to promptly fill a Temporary Management Analyst I (MA I) role. The selected individual will be placed in FAX Administration and will be responsible for assisting with various marketing campaigns and outreach efforts within the Division. Additional responsibilities include assisting with public outreach, marketing & brand guidelines, and the monthly newsletter

    GSD: The General Services Department urgently needs to fill a Limited Management Analyst I (MA I) position. The selected candidate will work within the General Services Department, overseeing the performance and compliance of around 200 contracted vendors. They will act as a liaison between GSD and other City departments, ensuring contract compliance across various municipal functions. Additionally, they will be responsible for creating, tracking, and analyzing department-wide Key Performance Indicators (KPIs) to align with objectives and goals, and will provide recommendations for procedural and operational enhancements based on KPI trend analysis. The individual will also collaborate with department management to develop Standard Operating Procedures (SOPs).

    Personnel Services Department-- Youth Job Corps Program: This Personnel Services Department assignment seeks to swiftly fill a Limited Management Analyst I (MA I) position. The successful candidate will work within the Personnel Services department and will be tasked with aiding in the Youth Jobs Corps Program matters related to supporting all administrative functions within the Division.

    Personnel Services Department- Labor Relations: The Personnel Services Department assignment seeks to swiftly fill a Limited Management Analyst I (MA I) position. The successful candidate will work within the Personnel Services Department and will be tasked with aiding in the Labor Relations Division matters related to supporting all administrative functions within the division related to labor negotiations. This assignment is a minimum of 6 months but could extend up to one year.
