    Position Scope

    Under general supervision plans, coordinates and manages the staff in the administration of the police records unit, property/evidence unit, alarm and TOW programs. Responsible for accurate maintenance and reporting of City crime reporting statistics to law enforcement agencies and for safeguarding and maintaining the integrity of all police property/evidence in accordance with state laws, City Ordinances, and departmental policies and procedures.

    Primary Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Plans, organizes, manages, and evaluates the functions, supervisors and staff of the records management unit, property/evidence unit, alarm and tow administration programs.
    • Coordinates the recruitment and hiring of staff.
    • Plans and directs the development of training programs for employees within assigned divisions.
    • Assists in the configuration and implementation of automated systems to enhance integrity of data and productivity.
    • Generates and prepares local, state and federally mandated Uniform Crime and Arrest Reports; develops year-end statistical reports for police administrators and other high level City officials.
    • Maintains awareness of new trends and developments in the field of records management and property/evidence; incorporates new developments as appropriate.
    • Responds to unusual or difficult inquiries from other criminal justice agencies, City departments and citizens.
    • Reviews and analyzes division policies and procedures; makes recommendations for improvement.
    • Administers assigned program budget; submits budget recommendations; monitors expenditures and approves expenses of amounts within given authority.
    • Attends meetings, presents information and may represent the department on committees, task forces, and intergovernmental projects.
    • Operates city vehicles.
    • Performs other duties as assigned.


    Minimum Qualifications & Position Requirements

    Education and Experience:
    Bachelor's Degree in a Criminal Justice, Police Administration, Public Administration, or a related field and five years of experience in police administration relevant to property/evidence and records management including three years supervisory experience and experience working with computerized information systems; OR an equivalent combination of education and experience.

    Necessary Knowledge, Skills and Abilities:
    Knowledge of:
    • City policies and procedures
    • Effective management and supervisory practices
    • Applicable federal and state laws and regulations governing custody of information, privacy and security
    • Police department policies, procedures and practices
    • Computerized criminal justice information systems (PACE, ACIC/NCIC)
    • PC software, word processing, spreadsheet, and database applications
    • Police, court systems, and criminal procedures relative to the processing, retention, and disposal of evidence
    Skill in:
    • Computer software programs including MS Word, Excel, Access, Powerpoint, Outlook
    Ability to:
    • Communicate effectively both verbally and in writing
    • Establish and maintain positive, effective working relationships with those contacted in the performance of work
    • Plan, organize, direct and evaluate the work of supervisory staff and subordinates
    • Direct and conduct research, analyze, interpret and report findings and recommendations.
    • Communicate effectively, both orally and in writing
    • Develop and administer a section budget
    • Resolve problems and complaints from irate citizens
    • Establish effective working relationships with all levels of police personnel, City officials, other law enforcement agencies, and the general public
    • Plan, organize, track, and prepare property and evidence
    • Operate city vehicles

    12-Month Goals:
    Goal: Implement best practices for evidence management to enhance security, reduce backlog, and improve tracking accuracy.
    Key Actions:
    • Improve barcoding system for real-time evidence Tracking and chain-of-custody documentation and in-the-field printing.
    • Establish clear retention and disposal policies to minimize unnecessary storage and comply with legal standards.
    • Improve the process for inventory audits to ensure accountability and prevent lost or misplaced evidence.
    Goal: Improve processes regarding public Record Requests, requests from law enforcement agencies, and legal entitites.
    Key Actions:
    • Strengthen partnerships with courts and prosecutors to facilitate smooth transfer of evidence and records.
    • Establish a public portal and data-sharing processes that balance security with transparency, ensuring public trust while protecting sensitive information.
    Goal: Professionalism and training.
    Key Actions:
    • Review and update policies and procedures for the packaging and impounding of evidence.
    • Provide training to all department members on the packaging and impounding of evidence.
    • Join the Arizona Association for Property and Evidence (AZAPE)
    • Join the Arizona Law Enforcement Record Managers Association (AZLERMA).


    Additional Information

    Valid Arizona Driver’s License

    Must pass Police Background Investigation to include polygraph, psychological evaluation, fingerprints, and drug screen.
