    OVERVIEW

    The Facilities Maintenance Department is responsible for the oversight and maintenance of County buildings and properties. Work is performed in and around County facilities throughout Kitsap County, including the Kitsap County Corrections Center, Juvenile Detention Facility, Kitsap Recovery Center and the Medical Examiner's Office. The department also responds to tenant issues for staff and the public who conduct business at the County.

    Our new Specialist should have knowledge of the standards, tools, and equipment used in building and mechanical maintenance repair work, as well as the maintenance of plumbing, heating, ventilation, air conditioning, and electrical systems. Work involves project planning, cost estimating, coordinating project priorities, and enduing work quality meets standards and code requirements.

    Hourly rate is pending Board of County Commissioners approval; scheduled for February 2025.

    QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    Required Education and Experience
    • Two - three years' experience in maintenance, operations or mechanical work in related field.
    • Related education demonstrating required knowledge, skills, and abilities to perform the job may substitute for up to one year of experience.
    Preferred Qualifications
    • Experience in HVAC
    • Experience with industrial controls (low voltage)
    • Experience working in commercial or public buildings
    • Experience working in a correctional facility
    • Associate's degree from a trade or technical school

    Prior to employment, the successful candidate must:
    • Pass a pre-employment physical.
    • Pass a criminal history background check (fingerprinting) through law enforcement agencies.
    • Submit a copy of their State employment driving record abstract to verify their eligibility to drive for Kitsap County.
    Driving Requirements
    • The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy.
    This position is categorized as:
    • Category 1: Driver operates County-owned vehicle.

    Criminal Conviction Standards:
    • The successful incumbent will or may have unsupervised access to children under 18 years of age, a vulnerable adult, or a vulnerable person, or access to a secured/confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which will include fingerprinting.

    • Requires exertion of force of up to 50 pounds occasionally, up to 35 pounds frequently, and/or up to 20 pounds continuously to lift/carry/move objects, tools and equipment
    • Incumbents may be exposed to physical hazards when working on roof tops, using hand and power tools, working with electricity, climbing ladders and lifting tools, equipment and materials or performing duties within the County correctional facilities. Incumbents will be exposed to all types of weather conditions.
    • Occasionally requires exertion of force of 75 pounds
    • Incumbents in this position are considered "Essential Employees". Essential employees are expected to report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency is declared.
    • This position requires "stand-by" duty on a rotating, 24-hour basis for emergency work.


    ILLUSTRATIVE EXAMPLE OF DUTIES

    • Performs a variety of complex activities in maintaining County buildings including but not limited to carpentry, plumbing, mechanical functions, and electrical work.
    • Provides specialized technical knowledge, advice, and problem-solving techniques for assigned functions.
    • Assembles materials and equipment for service requests including loading of trucks with supplies and materials.
    • Identifies, troubleshoots and diagnoses problems with electrical, electronic, fire alarm, sound, heating and air conditioning, security and other complex systems in County facilities.
    • Specialize in electrical, electronics or HVAC performing activities related to planning and implementing maintenance and repair projects such as: participating in meetings with vendors, customers, engineers, architects and user department representatives; estimating costs; writing technical reports; developing troubleshooting procedures; evaluating code, safety or other implications and long and short term affects of the planned project.
    • Lays out, repairs, tests, installs and modifies HVAC, electrical and/or electronic components of building systems and equipment. Reads, sketches and interprets complex circuitry and other blueprints and drawings. Draws sketches and schematics to clarify design details and functional criteria of electronic units.
    • Maintains building equipment such as air handlers, cooling towers, exhaust fans, heat pumps etc. by checking equipment, replacing air filters, replacing belts, lubricating motors and bearings, and providing service as needed.
    • Perform snow and ice removal such as applying ice melt, shoveling, blowing or plowing snow.
    • Provide guidance and training to Facilities Maintenance Workers and Technicians. May act as Lead Worker.
    • Records effects, writes technical reports and develops maintenance and troubleshooting procedures.
    • Operates complex equipment requiring certification and license, such as heavy machinery and highly specialized equipment.
    • Maintains various records including work performed, time spent, materials used and related information; enters and extracts data using automated systems; maintain manuals records as required.
    • Provides assistance to public including responding to customer inquiries, explaining program rules and regulations, and assisting with maintenance of public safety.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 3 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
