    Requirements

    MOS Codes- 3P091 (Air force) 0681 (Marine Corps)

    Education and Experience : Bachelor's Degree or higher in Business or Public Administration, Criminal Justice, Police Science, Security Management or a related field, and five (5) years of professional security management and/or security investigation experience including two (2) years in a supervisory capacity.

    Licenses and Certificates : Valid Class "C" Texas Driver's License by time of appointment.

    General Purpose

    Direct, oversee, coordinate, monitor and enforce security management activities to ensure physical security of all facilities to safeguard the welfare and assets of employees, customers, contractors, and visitors and serve as primary contact for El Paso Water security-related activities.

    Typical Duties

    Oversee and monitor the security program for El Paso Water. Involves: Coordinate with the Office Emergency Management, law enforcement and federal agencies on emergency and security issues, including investigations. Maintain and monitor internal controls for related security items including asset protection of employees, customers, contractors, and visitors; and access control systems and video surveillance. Coordinate security management activities with Emergency Response Manager.

    Review and develop security policies, protocols, and procedures. Involves: Identify and recommend improvement to systems and standard operating procedures to enhance security measures for public safety. Ensure compliance. Organize incident response planning and investigation of security breaches. Respond to and resolve inquiries, complaints, or unusual threats and situations. Handle incidents, disseminate information and oversee assigned security and other contracts within area of responsibility. Investigate and prepare after action reports and briefings.

    Oversee and monitor electronic security systems. Involves: Direct and coordinate public safety efforts including police, communications and dispatch. Perform security audits and inspections. Assist with external investigations that affect the safeguard of utility property and personnel. Conduct internal security-related investigations. Examine video for incidents that occur on utility property and share findings with management. Manage the contract security guard. Plan, organize and conduct employee security education, and awareness training drills. Conduct presentations, reports, workshops, meetings, and briefings.

    Supervise assigned staff. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development' enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes to include contract security employees at various locations.
