    The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Department of Military and Veterans Affairs is seeking qualified candidates to fill emergency Veterans Claims Assistant III vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Veterans Claims Assistant III.

    DEFINITION
    Performs lead duties and assists in overseeing the work of staff engaged in helping veterans and their dependents prepare and file claims for benefits.

    CLASSIFICATION STANDARDS
    These positions are distinguished from Veterans Claims Assistant II by their lead responsibilities and involvement with the more complex and difficult claims for benefits. Incumbents must apply a high degree of knowledge and resourcefulness in the development and evaluation of eligibility for benefits and in solving problems involved in discovery of needed information to support benefit claims. Incumbents must possess a thorough knowledge of applicable County, State and Federal laws and regulations relating to all areas of providing assistance to veterans and their dependents in the preparation of claims for benefits. They must also have knowledge of the organization and procedures of the Veterans' Administration and the State Department of Veterans' Affairs; medical terms used in legislation, regulations and claims presentation; community resources available to veterans and their dependents and the principal sources of information important in completing veterans' claims.

    Essential Job Functions

    • Interviews homeless veterans and their dependents, advising and assisting them in establishing their rights to and filing claims for benefits, such as pensions, compensation, insurance, rehabilitation, education, hospitalization, medical care, and burial.
    • Advises and assists applicants by advising on all (i.e. local, state, and federal) benefits (i.e. compensation, pension, vocational rehabilitation, health care, home loan, burial, etc.); accurately completing prescribed Veterans Administration (VA) forms; electronically submitting all VA claims activities, documents, and supporting evidences; etc. in order to secure all VA benefits for the client.
    • Assists homeless veterans in obtaining and presenting evidence to prove veterans disability or preference rating.
    • Assists in overseeing and coordinating the activities of Veterans Claims Assistants.
    • Assists in identifying potential contributors and donors and in preparing grant proposals to support and fund veterans programs and services.
    • Assists in reviewing and analyzing legislation impacting homeless veterans programs and services.
    • Acts as liaison with governmental or private agencies concerned with the welfare of homeless veterans and their dependents; refers homeless veterans and their dependents to other agencies for services.
    • Collects and analyzes statistical data pertaining to homeless veterans issues and prepares reports to identify and develop new program requirements that meet the needs of veterans, their dependents and survivors.
    • Participates in planning and developing new veterans assistance programs and special projects; assist the Supervisor, Veterans Claims in the implementation and coordination of newly approved programs.
    • Conducts the training of lower-level Veterans Claims Assistants.
    • Assists in overseeing clerical staff in the preparation and maintenance of reports and records.


    Requirements

    MINIMUM REQUIREMENTS
    • Option I: Three years' experience as a veteran's service officer or equivalent with a governmental agency or with a veteran's organization accredited by the Veterans Administration.
    • Option II: A Bachelor's degree from an accredited college and one year's experience in work concerned with veteran counseling in connection with job placement or filing for benefit claims.
    • Option III: Two years' experience as a Veterans Claims Assistant II.
    You MUST meet at least one of the the above requirements in order to be appointed to fill any vacancies related to this recruitment.

    LICENSE
    A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS
    II - Light. Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.
