    Duties Description

    The Business Systems Analyst 2 will be assigned to the Saratoga Regional Office and reports to the Assistant Director of the Business Innovation Bureau. Under the general supervision of the Assistant Director, the Business Systems Analyst 2 will be responsible for planning and implementing all aspects of the agency’s initiative to provide connectivity and infrastructure for multiple facilities across the New York State Park system. Additionally, the Business Systems Analyst 2 will be responsible for the coordination and implementation of the Security Technology Improvement Initiative.

    The duties and tasks of this position will include but are not limited to the following:

    • Understand and document the scope of the connectivity requirements posed by a) the business operations of the individual parks and b) the various systemwide innovation projects OPRHP is proposing.
    • Coordinate all work with NYS ITS related to the Security Technology Improvement project, from initiation to installation and management, collaborating with Capital and Operations staff at more than 50 sites statewide. Coordinate vendor activities by monitoring and tracking vendor deliverables and commitments.
    • Work closely with OPRHP’s procurement and finance teams to procure new connectivity or upgrades to existing connectivity.
    • Serve as a resource to the Business Innovation Bureau team leadership, maintaining a comprehensive knowledge of team connectivity projects.
    • Utilize standard procedures for project delivery, reporting and documentation for technology projects.
    • Prepare projects status reports and keep the team and management informed of projects status and related issues, escalating as necessary.
    • Track and maintain project and technical documentation, maintain overall OPRHP connectivity inventory, as needed.
    • Coordinate closely with Office of Information Technology Services (OITS) staff and third-party technology vendors.
    • Contribute to and participate in other OPRHP initiatives as requested, such as the drafting of Requests for Proposal, internal planning processes, and strategic negotiation with outside vendors.
    • Serves as an internal liaison between OPRHP bureaus dependent on Aspira for their respective areas - Revenue, Camping, Pass Programs, Housing, Automation, Contracts.
    • Serve as agency frontline tester for patches and upgrades to ITS technology.

    NY HELPS or 55-b/c Qualifications:

    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

    To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

    Either A. a bachelor’s or higher degree**** AND three years of business analysis** experience where your primary duty was performing three of the five following activities:

    1.) Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).

    2.) Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).

    3.) Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).

    4.) Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.

    5.) Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

    Or B. a bachelor’s or higher degree**** AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification*** AND one year of business analysis** experience where your primary duty was performing three of the five activities listed above.

    Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.***

    **Business analysis experience includes the following:

    • the use of requirement elicitation techniques for improvement or automation of processes or functions;
    • conducting research and documenting the current state of business process or function;
    • participating in the implementation of system changes and enhancements;
    • conducting system tests using test scenarios and documenting results;
    • creating training, including procedure manuals for end users regarding new procedures and software;
    • engaging in post implementation review and assessment;
    • identifying, analyzing and resolving of issues inherent to existing systems;
    • and acting as a liaison and interpreter between stakeholders and end users of the system.

    Examples of NON-QUALIFYING experience include but ARE NOT limited to:

    • Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.
    • Responsibility limited to forms design and changes to forms.
    • Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
    • Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
    • Development of instructional materials and classroom training.
    • Help desk duties including troubleshooting, resolving user issues, and providing customer service.

    Reassignment Qualifications:

    Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Business Systems Analyst 2; if you have less than one year, you must be reachable on the current Business Systems Analyst 2 eligible list for this location.

    52.7 Non-Competitive Promotion (NCP) Qualifications:

    To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Business Systems Analyst 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

    Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

    Provisional Qualifications:

    In the absence of eligible lists with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the same minimum qualifications as listed under NY HELPS Qualifications.

    The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

    52.6 Transfer Qualifications:

    At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

    Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

    70.1 Transfer Qualifications:

    At least one year of permanent or contingent-permanent qualifying service as a Health Information Management Administrator 3, SG 22 OR Employees Retirement System Examiner 5, SG 23. Only the titles listed are eligible for 70.1 transfer to this position at this time.

    Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

    Subsequent 55-b/c Qualifications:

    *NY HELPS PROGRAM:

    For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.

    This position may require a background check and/or medical exam prior to appointment.
