    Overview

    Join the Administrative, Communications, and Excellence (ACE) Division at Larimer County Human Services, where we work in partnership with our community to ensure individuals and families are healthy, supported, and safe. We are seeking a dedicated and analytical Policy Analyst to assess and shape policies that impact our programs and services.

    This position analyzes federal, state, and local policies affecting Human Services. The Policy Analyst will track legislative bills and rule changes, develop in-depth analyses, and assist with implementing approved policies. Collaboration with leadership and subject matter experts across all Human Services divisions is essential to understanding the impact of policies on operations, budgets, and outcomes. This role also involves proactively recommending policy refinements to improve service delivery.

    This Monday-Friday, 8 AM-5 PM hybrid position requires at least one in-office day per week.

    Responsibilities

    What you'll be doing:
    • Serving as the department’s liaison in state, county, and community committees and workgroups.
    • Monitoring federal, state, and regulatory changes impacting human services and providing updates to leadership and key stakeholders.
    • Collaborating with subject matter experts, managing schedules and deliverables to support policy analysis and strategy.
    • Recommending policy improvements based on efficiency, outcomes, and the experiences of clients and staff.
    • Analyzing current and proposed policies and assessing their impact on programs and budgets.
    • Presenting findings and recommendations to guide policy implementation.
    • Keeping Human Services staff informed on policy changes and analyses.
    • Researching national, state, and local policies to identify and recommend best practices.

    What we're looking for:
    • Ability to analyze policies and assess their impact on the Human Services Division’s mission, goals, and daily operations.
    • Experience reading, tracking, and summarizing a high volume of policies, including federal, state, and local regulations, for a variety of stakeholders.
    • Knowledge of political processes at the federal, state, and county levels.
    • Understanding of human services issues, such as child welfare, public benefits, and aging and adult services, across all levels of government.
    • Strong communication skills to engage with internal and external stakeholders, build relationships, and collaborate with local jurisdictions and agencies.
    • Experience translating complex information into clear, concise, and engaging content.
    • Sound judgment and decision-making skills, with the ability to anticipate key issues, take proactive action, and align decisions with leadership’s philosophy and goals.
    • Previous experience in policy analysis, the public sector, or a related field preferred.

    • Bachelor's Degree, or equivalent combination of education and/or experience, Political Science, hiring department program specific areas, and/or Public Policy is required. Related education or experience may be substituted on a year-for-year basis.
    • Two years of experience in policy analysis, project management, or Human Services programs.
    • Possess reliable transportation to work in any County facility as needed and required, as well as attend in-person off-site meetings as needed and required.

    Supplemental Information

    This hybrid position requires at least one in-office day per week and reliable internet for remote work. Larimer County provides an annual stipend for remote work expenses. The position will be based at one of the following locations:
    • 1501 Blue Spruce Drive, Fort Collins, CO
    • 2555 Midpoint Drive, Fort Collins, CO
    • 200 Peridot Avenue, Loveland, CO
