Definition and Class Characteristics INTERVIEWS FOR SELECTED CANDIDATES WILL BE HELD ON WEDNESDAY, FEBRUARY 19 Nevada County is seeking a Housing Project Manager to support its Housing & Community Services (HCS) Department. This is an advanced level management position where individuals, under general direction, plan, organize and coordinate the provision of project development and administrative services of this County department. This Project Manager provides administrative support to the department director in assigned programs, and leadership in project oversight. This key position delivers HCS services including owner-occupied repairs/construction, delivery of community services such as senior aid and meals on wheels services, and development and oversight of housing solutions, provides project oversight through grant and project development, contract administration and completion of required reporting for State and Federal funding partners. Other vital duties include:
- Identifying, analyzing, and recommending strategies and solutions to various project development, administrative and project funding issues.
- Managing grant reporting and auditing requirements of various funding sources.
- Conducts special projects and administrative studies, preparing reports of findings and recommendations.
- Prepares agenda items for the Board of Supervisors.
- Works with Housing Director to identify resources and partners to expand housing solutions and services.
- Oversees execution of contracts with community partners and/or contractors.
- Develops programs according to funding requirements.
- Works with public customers and clients to deliver services.
- Performs construction management activities according funding and regulatory requirements.
- Performs feasibility analysis of viability of potential housing projects, including cost and building code analysis.
- Oversees delivery of Housing and Health and Human Services Agency (HHSA) capital improvement projects.
- Conducts inspections of identified properties for the purpose of assessment per program guidelines.
The Project Manager is an integral part of the County's Housing and Community Services Division within HHSA. The HHSA mission is to protect lives, promote health and wellness, and provide support and services to help Nevada County residents meet their basic needs and to enhance the quality of life in our community. This position is crafted for individuals who have a Bachelor's degree Engineering or Construction Technology from an accredited college or university; OR 8 years of directly related experience in at least one of the fields normally used in construction or remodel of commercial buildings such as those found in the county inventory. In addition to the education and/or experience, a minimum of five (5) years’ experience as a construction project manager on projects similar to those of county buildings, is required. The ideal candidate has extensive knowledge and experience with grants, is a collaborative leader, and is enthusiastic about joining a fast-paced team.
