    Annual Salary Range: $142,999 - $190,651

    FLSA Exempt / Non-Union Represented

    This position allows for up to 4 days of remote work per week

    About the Office

    The Office of Information Technology (IT) is responsible for applications, infrastructure, and data security support to further the goals and mission of the State Bar.

    Definition

    Under general direction, the IT Business Systems Manager oversees, plans, organizes, and manages the activities of the Business Systems Analyst Product Management team. The position acts as a critical liaison between the State Bar's business offices and IT, ensuring effective communication, managing IT systems, enhancing operational efficiency, and researching and recommending innovative technology solutions to optimize business operations. This role leads a team of analysts and is responsible for developing and executing strategies for demand and project management, aligning IT services with organizational priorities to deliver high-quality solutions that meet the needs and expectations of business office users, while supporting the mission and operations of the State Bar.

    Distinguishing Characteristics

    The IT Business Systems Manager is distinguished by its responsibility for managing and directing projects, personnel, vendors, contractors, and resources involved in the assessment, development, implementation, and maintenance of technology solutions. This position ensures that all activities and functions of the assigned unit(s) are completed in alignment with the procedures, policies, and standards of the State Bar. Additionally, the role is characterized by its focus on delivering business-critical IT services and solutions, ensuring quality, efficiency, and innovation while supporting the operational and strategic goals of the organization.

    Examples of Essential Duties

    Duties may include, but are not limited to the following:
    • Lead and manage a team of business systems analysts, providing direction, mentorship, training, performance management, and development opportunities.
    • Build strong relationships with business leaders, office directors and management, and stakeholders to ensure alignment between IT capabilities and business requirements.
    • Act as a trusted advisor to business units, collaborating to identify needs, challenges, and opportunities, and build IT solutions roadmaps to enhance productivity and efficiency.
    • Oversee business systems analysts in gathering, documenting, and analyzing IT requirements, ensuring clarity, accuracy, and alignment with organizational objectives.
    • Translate business requirements into actionable IT solutions, collaborating with technical teams to implement and deliver them successfully.
    • Manage IT projects, including upgrades, migrations, and implementations, ensuring timely delivery, risk mitigation, and adherence to budgets.
    • Oversee the implementation, configuration, integration, and maintenance of enterprise systems (e.g., AI initiatives, SaaS applications like HubSpot and DocuSign, ERP systems like Oracle Fusion and Salesforce, Microsoft Suite, and security tools).
    • Optimize data flow and functionality by managing the seamless integration of business applications.
    • Provide insights on emerging technologies solutions and guide the team in identifying innovative solutions to improve efficiency and organizational outcomes.
    • Facilitate effective communication and collaboration between business units and the IT department.
    • Collaborate with vendors to negotiate contracts, maintain relationships, and ensure adherence to service level agreements (SLAs) in alignment with business needs.
    • Continuously identify opportunities to enhance system efficiency and business processes, conducting analysis to support business decisions, optimize operations, and ensure alignment with organizational goals.
    • Ensure compliance with industry regulations, internal security policies, and standards through regular audits and risk assessments.
    • Define and monitor key performance indicators (KPIs) to measure the success of IT initiatives and team contributions.
    • Develop and manage budgets for IT projects and maintenance, ensuring efficient use of resources.
    • Develop documentation of business process flows and application functionality, along with training materials for business partners.
    • Prepare reports and correspondence on program effectiveness, including statistical analyses as required.
    • Develop and oversee training programs to ensure business users are equipped to effectively use IT Systems.
    • Develop and maintain capacity planning strategies to ensure efficient and realistic project planning, balancing workload distribution, scalability, and resource availability to meet current and future organizational demands.
    • Encourage continuous learning by supporting team members in obtaining relevant certifications and staying current with emerging industry trends.
    • Foster a positive and collaborative team culture, providing clear direction, support, and opportunities for professional growth and development.
    • Implement strategies to ensure team members have the tools, training, and support necessary to succeed in their roles and advance their skills.
    • Advocate for the needs of the team, ensuring they are equipped with adequate resources, time, and support to deliver high-quality outcomes.
    • Act as a mentor to team members, guiding them in their career development and helping them achieve their professional goals.
    • Other duties as assigned.

    Employment Standards

    Knowledge of:
    • Administrative principles and practices, including goal setting, strategic planning, program and policy development, implementation, evaluation, project management, and budget administration with cost-benefit analysis.
    • Personnel management, including employee supervision (work planning, task assignment, performance review, evaluation, and staff training), conflict resolution strategies, and practices relevant to unionized environments.
    • Strategic analysis and evaluation of programs, policies, and operational needs in governmental, legal, judicial, or related environments.
    • Principles and techniques for fostering teamwork, facilitating smooth group interactions, and maintaining effective customer relationships.
    • Contract administration, regulatory compliance, and adherence to federal, state, and local laws, codes, and industry standards relevant to the department and State Bar.
    • Methods for preparing technical reports, administrative documents, business correspondence, and general communication.
    • Effective use of modern business tools, including communication equipment and software for project coordination, program management, and task tracking.
    • Best practices from frameworks and methodologies such as ITIL, SANS for IT security, PMBOK, SDLC, and Change and Release Management (CM/RM).
    • Organizational behavior principles, including effective conflict resolution and techniques for managing diverse teams.
    • Research and analysis of technology systems, business solutions, and process improvements.

    Ability to:
    • Provide leadership and management for State Bar technology programs, initiatives, and office operations.
    • Develop and implement goals, objectives, practices, policies, procedures, and work standards aligned with the organization's vision, mission, and goals.
    • Organize, set priorities, and exercise expert independent judgment within areas of responsibility.
    • Select, supervise, and develop staff to ensure effective performance and continuous professional growth.
    • Adapt to constantly changing priorities and environments, implementing effective courses of action as needed.
    • Keep abreast of rapidly evolving IT practices and ensure compliance with applicable laws and standards.
    • Analyze enterprise business, operational, and technology needs to formulate efficient and cost-effective solutions.
    • Evaluate and recommend innovative IT solutions for complex business and operational challenges.
    • Facilitate consensus among diverse stakeholders and provide expert advice to collaboratively address complex issues.
    • Communicate proposals, recommendations, and solutions clearly and persuasively, both orally and in writing.
    • Build and maintain effective interpersonal relationships at all organizational levels and with the public.
    • Exercise tact and diplomacy when addressing sensitive and complex issues.
    • Maintain appropriate confidentiality in all professional interactions and departmental operations.
    • Act with integrity and uphold ethical standards in all State Bar activities.

    Minimum Qualifications:

    Education:
    • Equivalent to a bachelor's degree from an accredited college or university with major coursework in computer science, information technology management, or a related field.
    • Master's degree is preferred and may substitute for up to two (2) years of experience.

    Experience:
    • Minimum of five (5) years of progressively responsible experience in a multi-platform information systems environment, including business analysis, requirements management, solution design and delivery, client relationship management, and project management.
    • Minimum of three (3) years of management or supervisory experience, including personnel administration and budget management
    • Experience supporting enterprise business systems, including ERP/CRM platforms (Salesforce, Oracle, HubSpot), collaboration tools (Microsoft 365, SharePoint, PowerApps), and project management tools (JIRA, Smartsheet)

    • None required
