    $7,780.00 - $8,644.00 Per Month ($93,360.00 - $103,728.00 Annually)

    Salary is commensurate with experience.

    Position Summary

    The Senior Budget Analyst (incumbent) independently performs responsible, technical, and analytical budget analyses and related work required to administer the University’s budget and provide consultative budget services to campus constituents. This includes all aspects of Planning Budgetary Solution (PBS) and University budget functions. The incumbent is responsible to provide consultation on PBS, Position Management, and University budget services to campus managers/directors and/or staff. The incumbent’s work is predominantly complex and requires in-depth analyses to assist the management of Budget Administration and Operations in administering the University’s Budget and PBS processes.

    Position Information

    Planning Budget Cloud Solution Support
    • The incumbent is charged with implementing and maintaining all aspects of the Planning and Budgeting Cloud Services (PBCS) product, which is critical for budgeting and workforce planning. This role demands strong oversight and project management skills when working with consultants and internal stakeholders to ensure all technical components operate seamlessly.
    • The position actively enhances the system to meet users' specific needs and provides comprehensive training for campus end-users and internal departmental staff. Additionally, the incumbent delivers essential administrative support for the application, users, and consultants, including managing data loads and access settings, as well as facilitating user training sessions across campus. Acting as the primary point of contact and resource for this campus-wide system, the incumbent will also take the lead in developing new models in PBCS, focusing on design, implementation, and effective coordination with both consultants and campus users.
    • The incumbent is responsible for knowledge transfer to campus users by scheduling and providing timely training sessions for new budget analysts, as well as refresh sessions during the budget planning and financial oversight periods.


    University Budget Operation and Administration
    • The incumbent is responsible for the comprehensive review, uploading, and maintenance of budget control related to state appropriations and campus unit budget transfers. This role is essential in the independent management of the campus budget, which includes thorough analysis, adjustment, reconciliation, and the production of detailed reports for both the current and prior fiscal years.
    • The individual ensures data integrity and plays a vital role in the coordination of the annual campus operating budget and consolidated budget reports. This includes overseeing financial processes, compiling, and providing necessary support for the Financial Information Records Management System (FIRMS) budget submission to the Chancellor's Office. Key responsibilities involve the extraction of relevant data, its balancing and organization, followed by the submission of reports upon careful management review.
    • The incumbent will need to continue to interpret and develop specific operating policies and procedures in accordance with applicable state and federal law and regulations, collective bargaining agreements, and campus and system-wide directives, the preparation of complex analytical reports with recommended courses of action, development of recommendations for changes in policy or procedures, the development of complex documents, and participation in long-range strategic planning.
    • Furthermore, the incumbent is committed to researching, analyzing, collecting, and compiling information on budget-related matters. They prepare special reports and analyses as required, including the drafting of concise narrative summaries to analyze and substantiate budget-related issues. This professional approach aims to enhance the overall effectiveness of budget management within the campus framework.

    Campus Position Management and Labor Cost Distribution (LCD)
    • The incumbent supports management with position control, labor cost distribution, and budgetary control functions. They are responsible for processing the campus's monthly warrant tape received from the State Controller's Office through the campus Labor Cost Distribution process. This process involves accurately conveying funding sources within the Human Resources Management System (PeopleSoft/Human Capital Management System) into the campus's financial accounting system (PeopleSoft/Common Financial System).
    • The role also requires reviewing and maintaining over 4,000 campus employee positions, as well as establishing new positions and updating existing ones using the E-TRAC system.
    • Additionally, the incumbent provides troubleshooting for HRMS system issues and participates in the design and installation of system upgrades, including testing and verifying the results. They may also be responsible for training, guiding, and assisting other employees.
    • Assists in the preparation of important and relevant campus budget and financial reports which include but are not limited to the compilation of budgetary and financial information for the campus, extracting/querying position/employee/salary and/or budgetary/financial data from HRMS, campus financial system, and/or other financial system/s and/or applications; downloading position/employee/salary and/or budgetary/financial. Coordinate with all cabinet areas to ensure position/employee/salary and/or budget/financial data is organized and accurate and balance to the budget submissions; work with cabinet area budget coordinators/managers as necessary to resolve discrepancies and problems; EPBCS program and/or other integrated financial systems and/or other types of records management and/or other important and relevant reports.

    Minimum Qualifications

    Knowledge and Abilities: Thorough knowledge of financial, budgetary and accounting principles and practices. General knowledge of the purpose, functions, and fiscal organization of the campus(es); principles of position control and budgetary alignment. Working knowledge of the principles and practices of public finance, administrative personnel, fiscal management and cash-flow management; research techniques and statistical principles and procedures; advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems. Knowledge of or ability to learn quickly the financial structure and financial procedures of the CSU. Ability to analyze and review the budgets and financial practices of the campus(es), communicate clearly and present complex budget information in a clear, concise and professional manner, analyze situations accurately, and develop an effective course of action.

    Experience: Three years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program.

    Education: Equivalent to a bachelor’s degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.

    Preferred Qualifications

    • Equivalent to graduation from a 4-year college or university in finance, accounting, economics or business
    and/or five or more years of relevant, equivalent experience in financial analysis and/or budgeting, including
    three years performing work involving the preparation, justification, and analysis, or the control and
    administration of a budget or budgetary program.
    • Knowledge of State and CSU budgetary and fiscal procedures and policies, along with knowledge of the
    principles and practices of governmental budgeting and accounting.
    • Knowledge of Oracle or PeopleSoft financial and human resources management systems and applications,
    and/or experience working with large governmental financial systems.
    • Experience in dealing with diverse and multi-levels of staff, and tact in these dealings.

    • Must be able to sit for a number of hours to perform work.
    • Must be able to see for computer work.
    • Must be able to use a keyboard on a computer.
