    Job Summary:

    Under minimal direction from the Chief Administrative Officer, the Chief Engineer provides leadership and direction for all campus mechanical systems and develops strategic plans to further improve the effectiveness of the Facilities Management Department.

    Duties & Responsibilities
    • Manage and plan function for the Mechanical, Electrical and Plumbing departments, including the preventative maintenance and operation of the Central Heating and Air Conditioning Plant and all building mechanical systems. Responsible for determining department organizational structure and appropriate staffing levels to meet campus and CSU Mechanical, Electrical and Plumbing (MEP) standards.
    • Through the Supervising BSE, Supervising Electrician, and Supervising Plumber, manages the operation, maintenance, repair, inspection, water treatment and adjustment of condensing boilers, centrifugal chillers, and related auxiliary equipment, including pumps, air compressors, cooling towers, electromechanical control systems and the campus wide building automation system.
    • Responsible for the effective management and operations of assigned staff including Trade supervisors , Facilities Control Specialists, Building Service Engineers, Electricians, and Plumbers. Supervises, coordinates, assigns and directs MEP activities and the Central Plant.
    • Directs work priorities and communicates this information to all staff involved. Independently determines and develops approach to solutions for MEP system failures, upgrades and retrofits.
    • Monitors work progress and completion utilizing a computerized maintenance management system.
    • Manages MEP projects and new project installations.
    • Reviews construction projects for compliance with campus standards and requirements. Develops new campus standards for mechanical, electrical and plumbing systems as required by changes in technology or applicable legislation and best practice.
    • Accomplishes tasks related to the formulation, development, interpretation, implementation, and development of policies, procedures, standards and programs related to MEP, energy management and the Central Plant.
    • Serves as budget manager over University budgets pertaining to Heating & Air Conditioning and the Central Plant.
    • Ensures that budget and performance objectives are established and attained.
    • Manages maintenance contracts and notifies the Union of contract work as appropriate.
    • Performs 24/7 call-in duties. Responsible for the overall administration of campus MEP and utilities program and campus Central Plant operations.
    • Develops and implements best management practices on campus.
    • Sets MEP expectations for campus building and infrastructure including the Central Plant.
    • Supports and moves new initiatives forward and Identifies current and future challenges and proposes solutions.
    • Interprets, executes, and recommends modifications to HVAC and energy management policies. Participates on Facilities Planning and Management senior leadership team to develop and administer campus-wide policies for Facilities.

    • Responsible for achieving the goals and objectives of the campus Strategic Plan and systemwide policy regarding energy savings in building operations.
    • Under the minimal supervision of the Chief Administrative Officer, responsible for the management and planning functions of the MEP and Utilities Services department, including the preventive maintenance and operation of the Central Heating and Air Conditioning Plant and all building mechanical systems.
    • Responsible for achieving the goals and objectives critical to the program or department.
    • As a member of the University community, ensures a community focused approach to Heating and Air Conditioning and utilities management.
    • Identifies and anticipates campus community needs and builds effective relationships both internally and externally.
    • Initiates and develops strong working relationships with the community.
    • Specifically works to find opportunities to create “living labs” within the built environment to support academic endeavors.
    • Works with outside groups to bring recognition to the campus for our energy management and efficiency efforts pertaining to mechanical systems.
    • Serve as prime internal contact in assigned area.

    Minimum Qualifications: Required Education and Experience
    • Combination of education and experience required to perform the duties of the assigned position. Bachelor’s degree and 5-8 years of professional and supervisory experience.

    Required Qualifications
    • 5-8 years of relevant professional experience
    • In-depth knowledge of central utility plant operations, reciprocating engines, generators, building systems, control logic and operating protocols, plumbing/water distribution and sewage systems, fire alarm and high voltage distribution.
    • Knowledge of energy conservation practices and sustainability initiatives. Experience managing a 24/7/365 operation in a union environment; experience supervising the work of journey level personnel, construction contractors and repair technicians. Sound judgment and problem resolution ability as demonstrated by a past record of solving facilities related challenges.
    • Ability to read drawings, understand code compliance and work with State code enforcement officials.
    • Ability to communicate clearly both orally and in writing with customers, department administrators, and staff at all levels including non-University personnel. Working knowledge of the Uniform Mechanical and Plumbing Codes, National Electrical Code, Title 24, California Building and Safety Codes, and other applicable State and Federal Codes.
    • Ability to manage multi-site systems operations and set up systems, records, and protocols to ensure equity at all facilities sites.
    • Ability to work with minimal supervision and handle multiple projects simultaneously.
    • Demonstrated knowledge, experience, proficiency and success:
      • In the use of interpersonal communication skills, reporting and other strategies to effectively inspire, influence and lead others and to achieve and maintain exceptionally high rates of customer and personnel satisfaction.
      • In the use of appropriate project management skills and solutions to manage institutional business and administrative practices and initiatives. In the use of analytical, problem solving and conflict resolution strategies including demonstrated success of collaboratively, diplomatically and effectively working to resolve sensitive matters. In staff supervision and management.
      • Ability to work with a diverse group of people. Duties may involve the use of a state vehicle which would necessitate possession of a valid California driver’s license and the successful completion of the campus Defensive Driving examination.

    Preferred Qualifications
    • Experience in facilities management and central utility plant operation & maintenance in a complex campus environment (or other industrial related field)
    • Demonstrated ability to manage complex projects; Knowledge of public contracting and fire/life safety regulations. 5 years or more of progressive, demonstrated experience and success in a higher education or other governmental/institutional environment.
    • Experience with CSU system-wide policies and procedures regarding: financial, contractual, administrative, construction, environmental health & safety, fire safety, space utilization, facilities management procedures, rules and practices.
    • BOMA or IFMA certification.

    Compensation and Benefits:

    Anticipated Hiring Range: $8,000 - $10,719 per month

    Classification Salary Range: $4,812 - $15,449 per month

    The salary offered will take into account internal equity and experience among other factors.

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year.     Position Information:

    Work status: Full-time/Exempt/At-will

    Schedule: Monday through Friday (7:00 am - 4:00 pm), some evenings/weekends.

    This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

    This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

    First considerations will be given to candidates who apply by Friday February 21, 2025 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.

    As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

    Background Check

    Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

    Drivers License Check

    Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

    Physical Exam

    Employment is contingent upon candidate passing a pre-employment physical exam with the ability to lift in excess of 50 lbs.
