    Requirements

    MOS Code: None
    Education and Experience : Associate’s degree or higher in business or public administration, management or related field, and five (5) years of administrative support experience or a Bachelor's degree in business or public administration or related field.
    Licenses and Certificates : None.

    General Purpose

    Under direction, perform entry-level procurement duties, purchasing commodities and services, locate competitive sources and prices for products and services usually within a specialized procurement activity.

    Typical Duties

    Provide professional services in the areas of procurement management. Involves: Assist with the receipt, review, revision of solicitation documents and purchase orders to ensure compliance with applicable statutes. Assist with the preparation of purchase orders and place orders for the purchase of goods and services. Assist in the development of solicitations for goods and services and construction services. Assist with and schedule bid openings. Monitor bid start/stop dates and contract expiration dates. Research product lines, prices, product sources and other relevant purchasing information.

    Administer and monitor contracts. Involves: Ensure department receives timely delivery of goods and services. Act as liaison between department and contractor in case of disputes, clarifications and complaints. Establish and maintain procurement and contract related filing system, including retaining required documents for compliance with regulations. Process requisitions, purchase orders and master contracts. Provide administrative support to professional procurement staff. Assist the public and other city departments with purchasing information.

    Maintain vendor database by entering new and updated account information. Process vendor and account source documents by reviewing data for completeness and accuracy. Oversee and monitor work in progress and completed projects. Represent the department and provide technical support, information and guidance on procurement issues. Involves: Respond to requests for information on procurement codes, policies and procedures. Provide guidance, recommendations and advice to user departments on procurement methodologies, processes and timelines. Prepare comprehensive documents on procurement analysis, special reports and recommendations. Attend bid-opening meetings, City Council, citizen group meetings and other gatherings to represent the department.
