  • Job Description

    This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months.     Current vacancy is with the Resource Management Agency (RMA) located at Dinuba Road Yard - Public Works.

    Typical Duties

    Supervise road crews and individuals doing construction and maintenance work in a road district; receive verbal and written assignments; interpret engineering drawings, work sketches, change orders. Plan work to fit assigned priorities; coordinate work crews, equipment and material to facilitate construction and maintenance scheduling; inspect work projects regularly for compliance with established standards and practices; assist the Road Superintendent in planning future road construction and maintenance projects; contact property owners to explain work scheduled adjoining or adjacent to their property; receive and answer public complaints; assist with the district's annual budget preparation; write performance evaluation reports; prepare records and reports on equipment, work projects and accidents; assist with training of employees in proper use of construction and maintenance equipment; schedule safety meetings; and read and apply Federal, State and County safety rules and regulations. Perform related duties as assigned.

    Minimum Qualifications

    Education- - Equivalent to completion of twelfth (12 th ) grade

    Experience- Four years in road construction and maintenance work including a variety of work assignments and at least one year in a supervisory capacity equivalent to that of Construction and Maintenance Worker IV in the County of Tulare.

    Knowledge of - Operation of construction and maintenance equipment; methods, materials and procedures regarding new road construction, resurfacing, patching, culvert installation and drainage; effective supervisory methods; basic math sufficient to make computations necessary for construction and maintenance projects; and safety rules and regulations pertaining to road construction and equipment operation.

    Skill/Ability to - Read and interpret blueprints, plans and applicable guidelines for construction projects; give clear, concise instructions for work assignments; record verbal and written information accurately and legibly; train new employees in the correct and safe use of a variety of power road equipment; supervise equipment operators and labor crews doing road work; adjust to fluctuating work loads and meet deadlines; maintain good public relations; and settle grievances and answer complaints.

    License - Must possess a California Class A Driver’s license. Before an offer of employment can be made, candidate will be required to provide a Department of Motor Vehicle driving report and meet the County’s driving standards.

    Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision andlife).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
