    Minimum Qualifications

    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to Business Administration or Public Administration, plus four (4) years of experience in a related field.
    • Experience may substitute for education up to the maximum of four (4) years.
    • Graduation with a Master’s degree from an accredited college or university may substitute for required experience up to two (2) years.

    Austin Resource Recovery’s Training work group is seeking a candidate knowledgeable about Texas CDL Training and state regulations to lead CDL compliance initiatives and be the department’s backup Designated Responsible Person for the TXDPS third-party skills testing program.

    Through a hybrid of field work and office activities, this position will be responsible for managing compliance and auditing ARR operational training programs, including the Entry Level Driver Training Program ( ELDT ) and Third-Party Skills Testing Program ( TPST ). This position will create and maintain databases; training course syllabuses; and training videos, manuals, and tutorials to ensure compliance with Federal and State regulations. Additionally, this role involves close collaboration with the Training Supervisor and training instructors to assure training programs and courses are in compliance with industry standards, and performing at optimum levels.

    This position is eligible for the Public Service Loan Forgiveness ( PSLF ) Program. This is a federal program designed to encourage individuals to work in public service by forgiving the balance of their federal student loans upon meeting program requirements.

    $30.70 - $38.37

    • Knowledge of CDL Training, FMCSA 49 CFR Part 383, 384, and 385, and DPS CDL Compliance and Regulations.
    • Experience utilizing Microsoft Power Apps, PowerBI, Power Automate, SharePoint, Workday, or any other Learning Management Systems.
    • Experience crafting and delivering presentations, writing comprehensive training materials, and facilitating engaging training sessions.
    • Experience managing and coordinating training programs and managing the ongoing tasks that come with training program management.
    • Ability to travel to multiple work locations
    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Establishes program methods, policies, and procedures to adhere to City, State, and Federal laws. Determines program metrics and resource requirements. Coordinates and collaborates with key stakeholders regarding program initiatives to meet guidelines and goals. Manages, coordinates, and implements contracts/projects associated with assigned programs. Monitors contracts to ensure contract goals are met in accordance with City, State, and/or Federal laws. Resolves non-compliance issues by investigating and resolving contract-related discrepancies, complaints, and disputes between all involved parties; negotiates settlement agreements; and assists with resolving appeals and claims. Provides training/consulting expertise to internal and external customers regarding solicitations, contracts, and/or programs. Provides contract information in response to inquiries from City Council, City Management, Boards and Commissions, Federal officials, vendors, and other stakeholders. Prepares and presents reports by compiling, reviewing, and analyzing data and providing written and/or oral reports to management, to other departments, and to the federal government.

    City Government
