The Tulare County Health & Human Services Agency is currently recruiting for a
Public Health Nurse-Graduate. This is the trainee level for the Public Health Nurse, and duties are performed under the close supervision of an experienced nurse or nursing supervisor. Incumbents are expected to be promoted to the Public Health Nurse I level upon receipt of the Public Health Nurse Certificate. This recruitment will establish an employment list in order to fill immediate and future vacancies throughout Tulare County’s Public Health branch.
The Public Health Nurse-Graduate plays an important role in promoting public health. Public Health nurses are utilized in a variety of programs under the Public Health Nursing and Prevention Division. Noted programs include the Tuberculosis Program, Communicable Disease Program, Immunization Program, Maternal, Child & Adolescent Health Program, California Children’s Services, Child Health and Disability Prevention Program, and the Child Lead Prevention Program. These programs are composed of team members of varied classifications of supervision, nursing, health education, and administrative support.
The Public Health Branch offers a progressive and innovative working environment for employees while providing comprehensive health care in the community. The chosen candidate will perform a wide variety of community health nursing activities in both a clinic and field setting, working with public health programs with comprehensive case management for vulnerable populations. The successful candidate will coordinate with other professionals to assist in assessing family needs and make referrals to community resources. Incumbents will provide services to persons from a variety of social and economic backgrounds (a variety of ages, cultures, etc.). Candidates should have the ability to work with diverse populations in focusing on health promotion and education. The successful candidate must have the ability to maintain effective working relationships with the public, patients, staff, and other branches and agencies. The goal is that all children are healthy, families thrive, communities prosper, and the cycle of poverty is broken.
The successful candidate must have knowledge ofprinciples and practices of public health nursing, including community aspects of nursing programs and provisions for continuity of patient care, and should understand causes and means of transmission and methods of control of communicable diseases, including tuberculosis and venereal disease.
Typical DutiesKey Responsibilities - Participate in service delivery by interviewing and counseling patients, performing diagnostic tests, giving prescribed treatments, recording data, making necessary referrals, compiling, utilizing, and maintaining records, reports, and statistical information for appraisal, and planning assigned duties.
- Provide nursing services to individuals in homes and demonstrate nursing care to other persons who will give care.
- Teach and counsel individuals, families, and groups regarding specific diseases or health conditions, maintenance, promotion, and rehabilitation.
- Detect new and early cases of physical and emotional illness.
- Assist individuals and families in recognizing their problems and refer them to the appropriate resources for care.
Minimum QualificationsRequired Qualifications Candidates must meet the qualifications listed below by the application deadline :
Education
- A bachelor's degree in Nursing from an accredited college or university with an approved Community Health Nursing Program.
License or Certificate
- A valid California Registered Nurse license or an interim permit to practice nursing in California issued by the California State Board of Nurse Registration.
- A valid Public Health Nursing Certificate within six months of appointment.
Additional InformationConditions of Employment- Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

Paid Holiday Leave: 12 set days and 1 personal holiday

Vacation Accrual: 2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Deferred Compensation: A voluntary deferred compensation plan is available.
