In support of the elected City Clerk, this position manages the day-to-day operations of the City Clerk's Office, supervises clerical staff, and supports efficient government processes with the highest standards of integrity and accountability. - Perform duties on behalf of the elected City Clerk, such as serving as the official custodian of city records, certifying documents, organizing legal advertising and postings, receiving documents on behalf of the city, administering oaths and affirmations, conducting election activities, and ensuring that all government and election codes, as well as city charter provisions, local ordinances, resolutions, and rules, are applied correctly to the office's operations and records.
- Serves as custodian and maintains centralized filing systems for official city documents and records.
- Attends meetings of the City Council and serves as recording secretary; records actions taken and arranges for recording of actions in official records; transmits records or notices of action taken to appropriate parties.
- Works with management staff, the public, and others to plan and prepare City Council agendas; receives and reviews agenda items to ensure that all submittals are complete and in compliance with established procedures.
- Prepares and reviews ordinances and resolutions.
- Schedules and performs legally needed operations, such as acceptance, certification, publication, and recording of papers and official notifications in the processing of city activities
- Serves as a city election official; administers federal, state, and local procedures for selecting local government representatives; assists candidates in meeting their legal responsibilities before, during, and after elections; manages the election process from pre-planning to certification of results and filing of campaign disclosure documents.
- Responds to phone and public counter queries, and provides the public with information and materials about the city clerk's office and the city; uses a computer with word processing and other software to create documents, reports, and records.
- Conducts surveys, creates charts and graphic illustrations, writes comprehensive staff reports on specific issues or problems in the administrative or other projects that are assigned, creates policy and procedure manuals, analyzes and tabulates statistical data, responds to correspondence, creates press releases, and serves as a public information officer, as necessary.
OTHER DUTIES:
- Performs other related duties as assigned for ensuring the efficient and effective functioning of the work unit and the City.

TYPICAL QUALIFICATIONSAny combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Graduation from high school or G.E.D. equivalent.
- Three (3) years of increasingly responsible experience performing administrative duties, including two (2) years in a City Clerk's Office or related organization which staffs a governing body and/or commissions.

MID-MANAGEMENT (Unrepresented) BENEFITSSchedule - The City operates on a "4/10" work schedule.
Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security. - 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.
- 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is 6.75%.
Health Insurance - The City provides up to $1,877 per month to purchase health insurance for employees and dependents through the CalPERS Health Benefits program. Alternatively, there is a $400 medical opt out payment for employees who are insured outside the City’s insurance coverage.
Telecommunications Allowance - City pays $75/per month.
Dental & Vision Insurance - Fully paid plan for dental and vision insurance.
Life Insurance - Fully paid life insurance policy equal to annual salary. Additional life insurance may be purchased with the employee paying for the premium.
Disability Insurance - Fully paid short-term and long-term disability insurance policies.
Bilingual Pay - An additional pay of $175 per month.
Flexible Spending Account - Employees may contribute to a Section 125 Flexible Spending Account on a voluntary basis.
Educational Incentive Pay - 2% for Associates, 4% for Bachelors, and 6% for Masters Degree.
Deferred Compensation 457 (b) Plan - Employees may contribute to a deferred compensation plan on a voluntary basis.
Holidays - 13 paid holidays per year.
Paid Time Off (Vacation) - 80 hours per year; increases to 120 hours after 3 years of service.
Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes an incentive of up to $1,250 per fiscal year.
Management Leave - Up to 80 hours per calendar year, dependent upon assignment and director discretion. Allotment prorated for new employees.
Holiday Closure - City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day; City will provide additional holiday hours during this closure period (paid time off varies per year, assignment, and Bargaining Unit).
