    The City of Roseville Parks Recreation & Libraries Department is seeking an analytical, hard worker to join an outstanding team. The position includes but is not limited to planning and conducting various biological surveys, reviewing and monitoring the work of contractors and vendors, and managing and monitoring expenditures.     The Human Resources Department is accepting applications for the regular and full-time position of Natural Resources Specialist I/II in the Parks, Recreation & Libraries Department. The employment list that will be established from this recruitment may be utilized to fill future regular, limited-term, and temporary vacancies. The current vacancy is regular, full-time, and benefitted.

    DEFINITION
    To perform professional and field duties related to the monitoring and maintenance of natural resources. Activities include but are not limited to all aspects of natural resources, habitat and vegetation management, monitoring, and maintenance; habitat and sensitive species mitigation and planning, including restoration and enhancement, flood conveyance, lease management and identification of code violations.

    DISTINGUISHING CHARACTERISITICS
    Natural Resource Specialist I
    This is an entry level class in the Natural Resource Specialist series. Position has little or no supervisory experience and works under direct supervision while learning their tasks. The Natural Resource Specialist I is distinguished from the level II by performance of less than the full range of job duties assigned to a level II. Incumbents work under direct supervision while learning job tasks, progressing to general supervision as processes and procedures of assigned area of responsibility are learned.

    Natural Resource Specialist II
    This is a journey level class in the Natural Resource Specialist series and is distinguished from the level I by the ability to perform the full range of job duties assigned with occasional instruction or assistance as unusual or unique situations arise. Positions in the class are flexibly staffed and are normally filled by advancement from level I.

    SUPERVISION RECEIVED AND EXERCISED
    Natural Resource Specialist I
    Receives direct supervision from assigned supervisor. May exercise technical and functional supervision over maintenance staff.

    Natural Resource Specialist II
    Receives direction from assigned supervisor. Provides direct supervision of maintenance staff.

    Natural Resource Specialist I

    Experience and Training
    Experience: Two years of progressively responsible experience in natural resource, habitat and/or wildlife management, including field data collection, monitoring, regulatory compliance, and wetlands, habitat or vegetation restoration is required. One year of lead experience is required.

    AND

    Training: A Bachelor’s degree from an accredited college or university, preferably in natural resource management, plant or wildlife biology, ecology, wetland science, botany, environmental studies, or a related field. Four years of related work experience can substitute for a Bachelor’s degree.

    License or Certificate
    Possession of a valid California driver’s license by date of appointment.
    Possession of, or ability to obtain a Qualified Pesticide Applicator Certificate, within one year of employment.

    Natural Resource Specialist II

    Experience and Training

    AND

Applicants who do not provide verification, will be eliminated from further consideration.

    SELECTION PROCESS :
    All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination. The applicant’s experience and education will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the Employment List. Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations.

    Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check, and depending on the position applied for, a pre-employment medical exam, drug and alcohol screening test, credit check, license and/or education verification, psychological examination, and/or an extensive Police Department background check process.
    Some positions require the clearance of a comprehensive Police Department (PD) background check within 12 months of appointment. The City may appoint candidates to positions prior to clearing the extensive Police Department background check, and in those circumstances the candidate will be advised in advance that security access in the information technology systems will be limited to non-PD related systems until PD clearance is received, and if the candidate ultimately does not clear the PD background it will result in release from City service without appeal rights, in accordance with Personnel Rules 3.04.050.

    TEMPORARY POSITIONS:
