About the Department: The Public Works Department is comprised of eight divisions that fall under the direction of the Public Works Director and Assistant Director. Of those eight divisions, Road Maintenance maintains county roads. We believe that by working together, we become empowered and are able to meet the goals set for our department.
About our opportunityWe invite you to apply to join our team as a full-time (40 hours per week), non-exempt Lead Heavy Equipment Operator with the Public Works Department, Road Maintenance division.The purpose of this position is to operate and supervise the operation of a variety of heavy equipment; to maintain and perform minor repairs on equipment and machinery, and to perform related work as required.
Two years of Asphalt and Supervisory experience is a plus! Work Schedule: 7:00 am - 5:00 pm Monday through Thursday. May be required to work occasional overtime to meet productivity demands.
Projected Hiring Range: $22.26 - $26.71 per hour. Salary is dependent on experience and education.

Essential Duties & Responsibilities: - Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Assists in supervising and performs a variety of maintenance tasks using vehicles, heavy equipment and machinery, including but not limited to grading and paving roads and parking lots, scraping roads, constructing and repairing bridges, constructing barricades, constructing convenience centers for garbage disposal, patching roads, mending fences, constructing and repairing sidewalks, installing asphalt or concrete, placing stone, landscaping, sowing grass and mowing grass on rights-of-way, cutting and removing trees and debris from rights-of-way, installing road signs, digging ditches, laying drainage pipes, hauling waste, etc.
- Assists in supervising and operates a variety of light and heavy equipment, commercial vehicles/truck and hand tools; exercises care and safety in the use and maintenance of assigned equipment and tools; operates two-way radio.
- Operates heavy vehicles and equipment to load, haul or move materials, dirt and debris; drives a truck to transport heavy equipment from site to site as well as materials and tools. Ability to drive county vehicles required to perform this essential task.
- Performs preventive maintenance, cleaning and minor repairs of equipment, machinery and tools; inspects equipment regularly for proper and safe operating condition.
- Sets up road construction sites to control traffic flow during work based on the guidelines set by the South Carolina Department of Transportation, municipalities, counties, and contractors. May work as traffic control flag man
- Responds to after-hours emergency calls as required; works on call for duty in inclement weather conditions and on holidays as necessary.
- Performs duties in accordance with all division policies, procedures, and standards of quality and safety.
- Prepares and submits daily and monthly work reports.
- Attends training, and workshops as required to enhance job knowledge and skills.
- Manages inventory, property, or loss control; responsible for tools and equipment used by the employees.
- Performs related work as assigned.
About youEducation and Experience:- High School Graduation or GED equivalent.
- Five (5) years of experience as a heavy equipment operator or related field or an equivalent combination of education, training and experience.
Special Certifications and Licenses:- Must possess and maintain a valid state Class A, Commercial driver’s license with an acceptable driving history.
- Must possess CPR / FIRST AID, OSHA Training (Competent Person, Confined Space, and Excavation and Trenching) or the ability to obtain.

- Performs heavy work that involves constantly lifting, shoveling, and carrying 35 to 50 pounds on a regular and recurring basis and exerting 100 pounds of force on an occasional basis.

Longevity AllowanceFull-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.
Earning Rate for Full-Time EmployeesFull-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.
Sick LeaveFull-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.
Earning Rate of Sick LeaveFull time employees will earn eight hours of sick leave per month of service during a twelve month period.
