    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    The Hydro Systems Specialist position is skilled work in inspecting, maintaining, troubleshooting, and repairing swimming pool equipment, water features, spray grounds, park grounds, and other recreation center equipment as assigned. Tasks performed involve the use of acquired skills in chlorine and acid feeder systems, filtration systems, electrical installation and repair, pumping systems, general plumbing, and construction skills. In addition, this position will be required to work on non-pool related maintenance and repairs performed by the division. This person operates independently, and hours will vary outside traditional working hours. It will require overtime, weekend duty, and to be on-call.

    The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    Job Specific - Every employee in this position must be able to:
    • Demonstrate considerable knowledge of mechanical equipment, pipe fitting, electrical components, standard plumbing practices and the tools used in the maintenance, troubleshooting and repair of pools and associated equipment
    • Demonstrate considerable knowledge of occupational hazards and safety precautions necessary to the conduct of safe work around mechanical and electrical equipment and in close spaces subject to water, acid, and oxidizers (e.g., chlorine)
    • Demonstrate considerable knowledge of chemical controllers, including calibration, maintenance of, and repair
    • Demonstrate considerable knowledge of pool filtration and balancing systems, including filters, chlorine systems, acid systems, and other water-balancing requirements for both indoor pools and outdoor features
    • Demonstrate considerable knowledge of water testing and record keeping
    • Demonstrate knowledge of secondary sanitation systems, such as UV sanitation systems for swimming pool or hot tub application
    • Diagnose and correct the faulty functions of boilers, steam generators, sauna heaters, pumps, pump motors, pool filters, controllers, chemical feeders, and other related pool equipment
    • Read and understand electrical plans, electrical diagrams, schematics and specifications
    • Demonstrate considerable knowledge of all safety procedures relating to the work performed, including, but not limited to, electricity, , respiratory protection, confined space, chemical handling, etc.
    • Establish and maintain effective working relationships with fellow employees, and supervisors
    • Demonstrate sufficient physical strength to climb ladders and lift heavy objects
    • Make sound, effective decisions on a daily basis

    • Demonstrate knowledge in repairing and maintaining aquatic leisure equipment, such as spray grounds, fountains, lakes, rope swings, climbing walls, play structures, and slides

    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities, and Tasks
    1. Presence - Establish a strong presence as a leader as a member of the Aquatics Management Team
    • Maintain regular and punctual attendance
    • Work effectively with internal City of Westminster team members, including but not limited to the hydro-systems team, the facility teams, the aquatics team, the facility maintenance staff, and parks staff
    • Establish and maintain quality professional relationships with outside contractors for maintenance/repair projects
    • Foster professional relationships with outside vendors and supplies for chemicals and equipment. Coordinates purchasing and inventory of parts or supplies needed for swimming pool and water feature operations
    • Effectively and regularly communicate with internal and outside team members
    • Work a rotating on-call schedule as needed with recreation and parks staff when needed
    2. Professionalism - Exhibit professionalism by maintaining and improving the appearance and image of the natatoriums, mechanical rooms, and water features
    • Prepared for expedited repairs for any equipment that is not functioning properly
    • Maintain clean and organized mechanical rooms, including chemical storage areas, controller rooms, pump rooms, and other storage spots
    • Maintain clean and organized natatoriums, fountains, and spray grounds that are appealing to guests and safely functioning
    • Maintain clean and organized work spaces, including desk/office area and vehicle
    • Operate a City vehicle in a safe manner
    • Manage fountain, and sprayground shutdowns, winterization, openings, and all off-season preparation needed open seasonally
    • Manage natatorium/facility shutdowns, including directing and organizing staff, vendor, and contractor involvement
    3. Stewardship - Maintain safe stewardship of tools, equipment, and an asset tracking system for equipment
    • Track the use and life cycles of major equipment such as pumps, filters, plumbing systems, electrical systems, chemical controllers, etc.
    • Maintain backup equipment for all short-to-mid-life cycle equipment (three (3) to five (5) year life-span), such as pumps, some electrical equipment, valves, solenoids, tile, etc.
    • Maintain clean and organized tool repositories and equipment used for hydro systems repairs and replacement
    4. Routines - Maintain and establish trackable routines for preventative maintenance, annual maintenance, and special projects
    • Establish regular and trackable routines
    • Manage and oversee ongoing and special projects, including contract creation and managementInspect all hydro system equipment, including but not limited to water features, swimming pools, spray grounds fountains for the proper function of pump operations, filtration, heating, disinfection, and control equipment necessary to keep the equipment and systems running properly daily
    • Perform general plumbing work in the maintenance and repair of swimming pool, spray ground, and fountain hydro systems
    • Perform general electrical work in the maintenance and repair of hydro systems (fountains, pools, and spray grounds)
      • Make necessary repairs; requisition parts and materials; replace defective fuses, relays, and elements; reset relays; oil and lubricate bearings, and repack pumps as necessary
      • Perform preventative maintenance as well as major maintenance on filters, pumps, controls, heaters, and other equipment with minimal assistance from outside contractors
      • Remove and repair defective equipment; reinstall new or rebuilt equipment
    5. Systems Management - Manage hydro-systems water compliance and maintain records indicating operational compliance
    • Maintain records for chemical tests that go back five years
    • Maintain balanced water at assigned sites
      • Adjust, calibrate, and repair water that is out of balance.
      • Shut down operations if outside the recommended state codes for safe water handling until systems and water is within the required parameters.
      • Identify failing equipment or calibrations to avoid future shutdowns
    Maintain records for repairs and equipment replacements6. Training - Ensure proper and safe use of chemicals, plumbing equipment, electrical equipment, pool and fountain equipment and vehicles throughout aquatic and maintenance teams involved in hydro-systems tasks
    • Regularly train the aquatics team on the Hazard Communication Program or HazCom
    • Maintain SDS books at all sites
    • Maintain chemical safety stations at all sites
    • Regularly train the aquatics team and other involved staff members to properly and regularly test the water for sanitizer, pH, alkalinity, calcium hardness, oxidation-reduction potential, flow (gpm), and other variables that contribute to water quality
    7. Maintain regular and punctual attendance

    Other Duties and Responsibilities
    Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Position may supervise an Assistant Hydro Systems Specialist to assist maintenance team.

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses, and Certifications
    Required :
    • Graduation from high school or GED
    • Considerable experience in work with pumps, electrical motors, controls, plumbing, and pipefitting
    • Must possess or be able to obtain a Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO) certification within six (6) months of employment
    • Possess valid driver’s license and safe driving record; maintain throughout employment
    Preferred :
    • Any additional education, such as college-level course work or vocational trade school
    • Possession of an electrical license at a Journeyman or Master level
    Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.

    Physical Requirements
    Work is physical in nature and requires sufficient physical stamina and strength for:
    • Occasional sitting to perform daily office tasks and to drive to and from work sites; Constant standing and walking indoor and outdoor in all weather conditions over all types of terrain
    • Frequent squatting, bending, kneeling, and crawling to perform routine equipment and structural maintenance; frequent climbing of ladders up to 45 feet, balancing on ladders and roofs, reaching overhead and below shoulder, and twisting to perform repairs and maintenance
    • Occasional light grasp and fine manipulation to perform daily office functions; frequent firm grasp and handling to use safely tools and equipment needed for specific jobs
    • Frequent step up/down and actuate mechanism to safely enter/exit and operate vehicles and other equipment
    • Constant near acuity and hearing to perform daily tasks, recognize mechanical and electrical issues and communicate with staff and citizens; occasional far acuity to recognize potential mechanical problems and dangers
    • Consistent lifting of up to 50 pounds from ground to overhead to place equipment and material; frequent carrying of up to 50 pounds on the shoulder or around the waist to move tool pouch; occasional carrying of up to 20 pounds up to 30 feet to move equipment and supplies to work site; occasional push/pulling of up to 100 pounds to move and load genie into a vehicle and move to the desired area within a facility

    WORKING CONDITIONS
    Work is frequently performed indoors and outdoors with occasional exposure to extreme temperatures. Work is performed at over 28 City facilities year-round in all weather conditions. Various work assignments are performed with exposure to noise levels that may cause a distraction and high electrical voltage, up to 13,000 volts, in a high moisture area. Working environment may include small confined spaces, working on top of a four-story structure and performing repairs in an emergency situation. Exposure to potentially hazardous chemicals such as refrigerants, natural gas, asbestos, lubricants, all types of paint, drain cleaners, anti-freeze, and other chemicals as necessary.

    Required Materials and Equipment
    Five (5)-ton bucket trucks, ¾-ton trucks and vans, electrical test equipment, electrical generators, basic hand and shop tools, saws, welders, ladders up to 45 feet in height, cherry pickers or overhead cranes, shovels, scaffolds, construction materials and supplies, drills, hammers, saws, air compressors, drain snaking equipment, paint sprayers, cutting torches, metal shears, Genie® lifts, two-way radios, pagers, personal computers and keyboards, telephones, fax machines, and other basic office equipment.

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
