    About the PositionThe Industrial Inspector, which is a functional area of the Water Quality Specialist position, exists to collect samples from and inspect industrial commercial establishments for compliance with Federal rules and City Code and to support regulatory activities for the Industrial Pretreatment and Storm water Programs.
    Anticipated starting salary for this position may be up to mid-point depending on candidate's experience and internal equity. The full salary range is listed above and mid-point for this position is $33.22/hour.

    Minimum Qualifications

    Education and Experience:
    • A High School diploma or General Education Development (GED) certificate.
    • Two years' experience in the field of: water quality, environmental quality, backflow, stormwater, or industrial pretreatment.
    • An Associate's degree in a physical or biological science or related field may substitute for the experience requirement on a year-for-year basis.
    • Preferred: A Bachelor's Degree in a physical or biological science or related field.
    Licensing, Certifications, and Other Requirements:
    • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
    • Must possess or obtain within one year of hire, and maintain a Grade I operator certification, as assigned, from the Arizona Department of Environmental Quality in Water Treatment, Water Distribution, Wastewater Collections, or Wastewater Treatment as appropriate.
    • Must possess, or obtain within one year of hire or promotion, a Backflow Tester or Cross Connection Certification recognized by the Arizona Department of Environmental Quality.
    • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
    Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.

    Essential Functions

    Performs duties and responsibilities commensurate with assigned functional area within a department(s) which may include, but are not limited to, any combination of the following:
    All Assignments:
    • Collects and preserves water, wastewater, and stormwater quality samples in accordance with Federal, State, and Local requirements.
    • Operates, calibrates, and maintains technical sampling equipment.
    • Prepares computer spreadsheets, inputs data, and performs other mathematical calculations. Reads and interprets construction plans and specifications.
    • Evaluates and tracks water, wastewater, and stormwater quality data received from the laboratory.
    • Prepares and submits reports of activities and findings.
    • Reviews sampling data as it is received to ensure compliance with standards.
    • Stays current with changes in environmental regulations and has the desire and ability to learn.
    • Promotes water, wastewater, and stormwater quality and environmental awareness throughout the organization and to the general public.
    • Conducts field visits for inspections and sampling activities, and participates in community events, as required for public outreach goals.
    • Monitors inventory of equipment, materials, and supplies; ensures availability of adequate materials to conduct work activities.
    • Drives a motor vehicle to collect water, wastewater, and stormwater quality samples.


    Pre-treatment/Stormwater Inspector Assignment:
    • Inspects industrial and commercial establishments such as: restaurants, gas stations, dry cleaners, automotive repair shops, car washes, industries, and manufacturers to ensure compliance with ordinances and permit requirements governing the discharge of industrial waste and stormwater.
    • Performs industrial and commercial wastewater pretreatment permit, compliance, and enforcement inspections.
    • Explains the purpose and objectives of the industrial pretreatment and stormwater programs to: owners, managers, and operators of inspected commercial and industrial establishments.
    • Inspects the dimensions, operations, and maintenance of sand traps, settling tanks, backflow equipment clarifiers, neutralizing tanks, grease removal equipment, and other equipment used in: the treatment, disposal, and control of industrial waste; collects samples for laboratory tests; notes location, use, and quantity of floor drains.
    • Operates and installs industrial waste sampling and flow monitoring equipment.
    • Reads and interprets construction plans and specifications; determines whether industrial waste permits have been issued; enforces the provisions of such permits; issues corrective actions when necessary; reviews proposals to correct violation(s) and maintain control measures.
    • Samples stormwater sites during summer and winter seasons.
    • Conducts industrial waste surveys and stormwater inspections of commercial buildings.
    • Initiates enforcement actions to ensure permit compliance.
    • Participates in on-call duty related to stormwater sampling events during summer and winter rain seasons.
    • Maintains files and prepares various activity reports; performs surveys, develops forms, schedules inspections, reviews permit application.
    • Reviews proposals for the correction of violation(s) or maintenance of control measures related to the Pretreatment and Stormwater Programs.
    • Prepares and submits reports of activities and findings related to the Pretreatment and Stormwater Programs.

    • Work is performed in a City office environment and field setting.
    • Operate a variety of equipment and machinery requiring continuous or repetitive arm-hand movements.

    • Plan and care for tools and equipment; perform minor repairs on equipment.
    • Exposure to dirt, noise, dust, pollen, odors, wetness, humidity, rain, temperature extremes, hazardous materials, confined spaces, machinery, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, or explosives.
    • Visual and muscular dexterity to operate equipment, computer, and two-way radio.
    • Operate a variety of standard office equipment including: a computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand, and eye movement.
    • Operate a motor vehicle to travel to/from various locations.
    • Work outside of a regular workweek, to include weekends, overtime, on a holiday, in an emergency and on an on-call schedule.
