    This recruitment will establish an employment list to fill current and any future vacancies with the Tulare County Probation Department. The anticipated life of the list is six months.     This position is located in Visalia and is assigned various shifts including days, nights, weekends, and holidays.

    This position is responsible to supervise staff on an assigned shift engaged in general rehabilitation work and counseling programs for the Juvenile Detention Facility or other Probation Department detention facility.

    Typical Duties

    Perform Peace Officer duties as defined by PC 830.5; assign, monitor and evaluate Probation Correctional Officer I/II/III work and performance; direct the activities and operations of the Juvenile Detention Facility or other Probation Department detention facility; direct rehabilitation program and activities; review reports submitted by Probation Correctional Officers; inform staff of changes, special events and activities pertaining to their shift; train new personnel.; supervise searches for any contraband in mail, on youth, or in the facility; collect, inventory and record all valuable properties and monies belonging to youth; discipline youth according to laws and guidelines for violations; supervise and screen visitors, volunteers and church groups; ensure that visitors, volunteers, or other groups comply with facility rules and requirements; prepare for court appearances; ensure interviews with Probation Officers or Attorneys are conducted in a timely manner; determine and arrange security and transportation for youth appearing in court and/or appointments outside the facility; ensure youth are provided with medical treatment in a safe and secure manner; plan and organize recreational activities for youth; ensure proper equipment is available for recreation; order, maintain and issue necessary equipment/supplies to staff and youth; Essential job duties may be assigned that are not listed above but are relative to this job classification.     Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Peace Officer Status Requirements: Probation Institution Supervisors are peace officers and must meet all the minimum standards pursuant to California Penal and Government codes.

    Education : Equivalent to two (2) years of college preferably with major coursework in one of the behavioral or social science fields OR relevant work experience may be substituted for the education requirement on a year for year basis.

    Experience : Current employment as, with two years of experience equivalent to the Probation Correctional Officer II in the County of Tulare.

    Knowledge of: Booking and release procedures when handling youth; security procedures used in supervising and transporting youth; court procedures to testify and document incidents; the laws of arrest, search and detention of persons in institutions; math sufficient to maintain inventories of supplies and youths’ personal property; various sports and games; Juvenile Detention Facility policies and procedures; Tulare County Probation Department policies and procedures; basic first aid and CPR; Title15 Minimum Standards for Juvenile Facilities.

    Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both youth and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; read and interpret regulations; keep legible and continuing records; write reports clearly and accurately to document incidents and complete records; mediate, counsel and discipline youth; identify contraband including drugs, weapons and other unauthorized or illegal items; organize and schedule work assignments and activities; deal with a variety of people in various emotional states; supervise, train and evaluate staff; work non-traditional hours, including but not limited to nights, weekends, and holidays.

    License or Certificate : Possession of a valid CPR Certificate; possession of a valid First Aid Certificate; possession of a valid PC 832 Certificate; possession of a valid Juvenile Correctional Officer Core Certificate.

    Additional Information

    Conditions of Employment:
    • Possession of, or ability to obtain, an appropriate, valid California driver's license.
    • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
    • An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions.
    • Some job classes may also require a physical exam.

    Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision and life).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
