    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business, Economics, Public Administration, Political Science, or related field, plus (4) four years of related experience, two (2) of which were in a project or program management capacity.

    Under limited direction, the Intergovernmental Relations Administrator - Local and Regional is responsible for developing, implementing, and managing the local and regional partnerships, legislative policies and activities program for the Intergovernmental Relations Office ( IGR ). This role is crucial for advancing the City’s intergovernmental relations goals by fostering strategic alliances and coordinating legislative policies.

    Travel:
    If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
    Pay Range
    $35.50 - $45.27
    Hours
    Monday - Friday.
    8:00 a.m. - 5:00 p.m.
    Hours may vary depending on operational needs. Some evenings and weekends will be required, especially during the legislative session.

    Preferred Experience:
    • In-depth knowledge of local, state, and federal legislative structures and processes.
    • Demonstrable experience working directly with local/regional planning organizations or local governments.
    • Experience managing and planning the operations of an office.
    • Exceptional skills in relationship management and strategic partnerships across various levels of government.
    • Exceptional skills in conflict resolution and negotiation.
    • Ability to travel to more than one work location.
    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


    Develops and implements the City’s local and regional program in collaboration with City departments, executive City leadership, elected officials and key leaders for outside agencies. Determines program goals, objectives, policies, and procedures for the local and regional program. Recommends policy positions; develops strategies and approaches on local and regional issues affecting the City, and acts as consultant to the IGR Officer and Deputy IGR Officer, and the City’s executive leadership regarding strategies for issues related to local and regional matters. Provides updates and briefings to IGR Office. Performs analytical work in researching and administrative systems, policies, and practices, and researches and provides background information and materials for meetings, reports, testimony and correspondence. Monitors and attends meetings of local and regional governmental organizations, if needed. Develops and oversees program budget. Steps in for or provides assistance to the IGR Officer and Deputy IGR Officer as directed and as needed.

    • Knowledge of legislative practices, procedures and organizational structures.
    • Knowledge fiscal planning and budget preparation and monitoring.
    • Knowledge of the principles and practices of public administration and public policy issues.
    • Knowledge of pertinent Federal, State and Local laws, rules, and policies regarding local governmental operations.
    • Knowledge of supervisory and managerial techniques and principles.
    • Ability to communicate clearly and effectively, both verbally and in writing.
    • Skill in planning, coordinating, and implementing programs and activities.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in using computers and related software applications.
    • Skill in data analysis and problem solving.
    • Ability to evaluate political conditions and make appropriate recommendations.
    • Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions and make appropriate recommendations.
    • Ability to establish and maintain good working relationships with other City employees, local and regional partners, and the public.
    • Ability to exercise good judgement, tact, and diplomacy in all dealings and maintain confidentiality as required.
    • Ability to work with frequent interruptions and changes in priorities.
    • Ability to give public presentations.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government.
