    DEFINITION
    Under general supervision administers or assists in the administration and coordination of County facility design and construction projects or performs the more complex staff assignments related to program and space management.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class are directly responsible for the coordination of County facility projects, through all phases, including design, construction and occupancy, and have immediate responsibility for the timely completion of these projects within budget limits. These positions may also assist a Facilities Project Manager II in the coordination of large and complex projects such as multi-storied office buildings, hospitals or jails, or may be responsible for the more complex staff assignments related to budget or space management. Assignments are made in general terms but work is reviewed in progress. Technical supervision is immediately available. Projects are generally smaller, less costly and more routine than those for which a Facilities Project Manager II would be responsible. Examples include single-storied office buildings.

    Essential Job Functions

    Coordinates the design and construction of small or routine County facility projects by acting as the immediately responsible contact for such projects.

    Assists Facilities Project Manager II in the coordination of large and complex projects.

    Coordinates the input and efforts of all County departments associated with a project.

    Administers and controls contracts and agreements related to a project and serves as the official County administrative contact with architects and contractors.

    Identifies potential problem areas in advance, takes corrective action, advises others of required actions, and brings unresolved difficulties to the attention of proper authority.

    Prepares, monitors, and updates project schedules and keeps management apprised of any potential negative impacts on approved completion dates.

    Prepares and periodically updates detailed project cost estimates.

    Develops, monitors, and updates detailed project budget.

    Authorizes, within delegated authority, expenditures within the budget and provides cost controls.

    Reviews and evaluates various project documents and identifies potential impacts on other project components.

    Writes various memoranda, status reports, board letters and departmental correspondence.

    Works with end users to develop and approve project scope and ensures follow through.

    Reviews performance reports against project control criteria established in the Project Program Plan.

    Reviews changes in Program Plan requested by tenant departments.

    Coordinates formal and informal design reviews with technical assistance from applicable resources.

    Reviews project-related information for submittal to the Chief Executive Officer and the Board of Supervisors.

    Conducts construction progress reviews.

    Authorizes and/or makes recommendations for payments to architects and contractors within contract limits and requirements.

    Solicits bids, schedules and coordinates for the timely availability of custom equipment for new facilities.

    Monitors and coordinates construction supervision and inspection and makes periodic design or construction progress reviews and reports.

    Authorizes and/or makes recommendations for technical change orders recommended by the appropriate engineering personnel within authority granted by the Board of Supervisors.

    Travels to various facilities located throughout Los Angeles County to perform job-related essential functions.

    Coordinates with bureau planning staff to develop concept plans and cost estimates.

    Coordinates the acquisition of all applicable permits required for management projects.

    Represents the Department at meetings for job related functions.

    Facilitates reviews and provides recommendations on project reports/studies as it relates and/or impacts the project such as CEQA (California Environmental Quality Act) documents, geotechnical reports, hazardous materials, etc.

    Reviews changes in program plan requested by users and provides advice on budget, time and utility implications.

    Facilitates development of plans and performs monitoring of current and approve capital projects budgets and makes recommendations to management for adjustments.

    Supervises lower-level staff, as required.

    May be assigned other duties as directed by the position's immediate supervisor and/or higher management, as required.

    Requirements

    SELECTION REQUIREMENTS
    Graduation from an accredited college with a Bachelor's degree* -AND- four (4) years’ program development** experience, one year of which must have been in the independent performance of the more difficult staff assignments involving the design or construction of building projects including systems development, scheduling and resource management or budget and space management. One additional year of the desired experience will be accepted for each year of college.

    LICENSE
    A valid California Class C Driver License is required to perform job-related essential functions. Candidates offered these positions would be required to show proof of a driver license prior to appointment.

    Out-of-state applicants must have a valid license from the state in which they reside at the time of filing. Out-of-state applicants will be required to obtain a California class C Driver License prior to appointment.

    LICENSE INFORMATION
    Successful applicants for this position will be required to obtain a copy of his/her driving record from the California State Department of Motor Vehicles before being appointed. A copy of your driving record must be presented at the time of your appointment. License must not be suspended, restricted, or revoked. AN APPLICANT WHOSE DRIVING RECORD SHOWS THREE (3) OR MORE MOVING VIOLATIONS WITHIN THE LAST YEAR WILL NOT BE APPOINTED.

    PHYSICAL CLASS
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    **Program development refers to the phase of a project where the research and decision-making process is used to identify the scope of work to be designed. It includes gathering, organizing, and assessing design concepts, objectives, staff and employee projections, space requirements, equipment and cost.

    SUPPLEMENTAL QUESTIONNAIRE
    As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait three (3) months from the date of the disqualification in order to reapply.

    DESIRABLE QUALIFICATIONS
    Credit will be given to applicants, who possess DESIRABLE qualifications and indicate so on their employment application at the time of filing.

    Completion of three (3) semester units in each of the following coursework***
    (3 semester units = 4.5 quarter units):
    • Project management
    • Contract management
    • Construction management
    • Building science
    • Civil engineering

    A valid State of California Architect License ***

    A Certified Construction Manager (CCM) certification issued by the Construction Management Association of America or a Project Management Professional (PMP) certification.***

    Experience managing construction projects beyond the experience included in the selection requirements.

    Additional Information

    EXAMINATION CONTENT This examination will consist of two (2) parts:

    PART I A structured interview assessing construction project planning/ management experience, analysis and problem-solving ability, scheduling and multitasking ability, knowledge of project management procedures, knowledge of construction industry, schematics, code/regulatory requirements, budget knowledge, interpersonal and customer orientation skills, leadership ability, judgment and decision making, and oral communications weighted 75%. As part of the interview, candidates will also be required to complete a writing exercise. Candidates who do not submit a writing sample will be disqualified from this examination.

    APPLICANTS MUST MEET THE MINIMUM REQUIREMENTS AND ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON PART I IN ORDER TO PROCEED TO PART II.

    THE STANDARDIZED INTERVIEW FORM AND SCORING GUIDE ARE NOT REVIEWABLE PER CIVIL SERVICE RULE 7.19. CANDIDATES MAY ONLY REVIEW THE INTERVIEW SUMMARY SHEET.

    PART II
    An evaluation of training, education, and experience based on application information and desirable qualifications weighted 25%.

    Applicants who are applying concurrently for Facilities Project Manager II, Exam No. J4128L, will participate in the interview one time. The resulting score will be transferred to all applicable examinations for which you applied.

    CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

    VETERANS CREDIT

    If you served in the miliary and were honorably discharged, you may qualify for Veteran’s Credit. To receive this credit, please include a copy of your DD214 Form issued by the branch of service with your application for review.

    ELIGIBILIY INFORMATION

    The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of six (6) months from the date of promulgation.

    SPECIAL INFORMATION
    SUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING FINGERPRINT SEARCH. Examples of disqualifying factors include: Any felony convictions; job related misdemeanor convictions; certain serious traffic convictions or patterns of traffic violations (3 moving violations in one year; failure to appear; at fault accidents; suspended license; driving under the influence); poor credit history; poor employment history; substance abuse; anyone on probation.

    ZERO TOLERANCE POLICY IF HIRED
    The Los Angeles County Sheriff's Department (Department) has a "zero tolerance" policy forits employees for the following:

    • use of narcotics, controlled substances, and/or prescription drugs without a prescription.
    Any employee found in violation of this policy will be subject to discharge.
