    This recruitment will establish an employment list to fill current and any future vacancies within the Health & Human Services Agency. The anticipated life of the employment list is six months.     Current bilingual (Spanish) vacancy is with the Health & Human Services Agency located throughout Tulare County. The anticipated life of the list is six months.

    Spanish bilingual designated positions are entitled to an additional $.63 (cents) per hour. A Spanish proficiency exam will be required. Applicants must be fluent in the ability to read, write and speak in the Spanish language as well as in English.

    Typical Duties

    Interview, determine eligibility, certify, and recertify applicants and participants according to state and local guidelines; conduct nutrition assessments and refer appropriate cases for further counseling; record participant eligibility, health, and dietary information on program forms and the online information system; counsel low-risk participants on nutritional needs based on diet assessments and medical information; counsel participants on breastfeeding benefits, techniques, and problem solving; provide breastfeeding support and telephone follow-up to WIC participants; conduct classes on nutrition education, prenatal and infant nutrition, nutrients, feeding practices, and formula preparation; obtain required records from providers with permission from applicants/participants to assist in processing certifications; make referrals to appropriate agencies/programs in the community; assist with translating and/or interpreting information, forms, letters, and other program materials if able to speak, read, and write in a designated second language as well as in English; conduct orientation to new participants on WIC program policies, procedures, and use of WIC cards; orient participants on use of the Farmer’s Market Program; issue Farmer’s Market coupons, make reminder calls to participants regarding utilization of coupons, and keep coupon issuance records according to program policy; process and issue WIC cards to participants according to program policy; work at intake/reception as assigned; assist in daily setup and cleanup of clinic; answer phones, respond to questions regarding the program, and provide information related to the program and services, schedule appointments, refer callers to other community services and contact participants by phone or mail as needed; assist participants in processing vendor complaints; represent WIC for outreach at community events and health fairs and partner with local programs such as Healthy; start and Nutrition on the Go as assigned; compile and submit WIC card distribution data and inventories for monthly reports; maintain daily records and files on WIC cards, current applicants, and caseload; refer reported grocer offenses and/or problems to nutrition staff; monitor benefit distribution and certifications; may counsel WIC participants on breastfeeding and breastfeeding techniques, and offers general support for breastfeeding, makes referrals to lactation specialist as needed; cleans and sanitizes electric breast pumps, issues and provides instruction for use of breast pumps to WIC participants; may conduct nutrition and other health education classes for the promotion of positive health and dietary control of disease; may conduct prenatal, breastfeeding, infant, and general nutrition classes; may teach basic nutritional concepts including food preparation and dietary needs to improve nutritional status.

    Minimum Qualifications

    Education/Experience - Equivalent to completion of the twelfth (12th) grade.

    Knowledge of - Basic math including addition, subtraction, multiplication, and division of whole numbers, fractions and percentages; math sufficient to compute time worked and keep records; standard office practices, methods, equipment, and procedures.

    Skill/Ability to - Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes, and behaviors of both clients and coworkers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; read, understand and explain program rules and regulations; communicate clearly and effectively in all forms of communication by using correct grammar, punctuation, and spelling; write sufficiently to record information and prepare reports; obtain information through interviews; counsel participants; follow verbal and written instructions and seek guidance when necessary; gather and compile data and maintain records, charts, and files; establish effective working relationships with coworkers, participants, and the general public; adjust to changes in workload and program regulations; speak publicly to individuals and groups regarding nutrition as well as program requirements, regulations, and benefits; develop and maintain a thorough knowledge of community resources available to assist participants; use patience, tact, and courtesy while communicating with people under various circumstances; retain and recall information; maintain productivity with frequent interruptions; maintain confidentiality of client information and program records; remain flexible to changes in workloads and stress of meeting deadlines; follow verbal and written instructions.

    Special Requirement - This position requires the skill to speak, read, and/or write Spanish. A language proficiency test will be given to test this skill. Bilingual positions will receive an additional sixty-three (63) cents per hour compensation.

    License or Certificates:

    Possess or obtain within one (1) year of appointment a certification as a WIC Nutrition Assistant (WNA) issued by the State of California WIC Program.

    DESIRABLE EMPLOYMENT STANDARDS

    Read, write, and speak in a designated second language as well as in English; demonstrate knowledge of: maternal and child health programs, nutrition programs, community agencies, and organizations offering nutrition services; demonstrate interview and counseling techniques; demonstrate knowledge of training techniques including group interaction and participation.

    Conditions of Employment
    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision andlife).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
