    The Position

    Contra Costa County is looking to fill an exciting opportunity for a Chief of Administrative Services I - Exempt. While Chief of Administrative Services I - Exempt is a county-wide position, there is currently one (1) vacancy in the Department of Child Support Services (DCSS).

    DCSS has received multiple program awards for their hard work and outstanding achievements within the program and are looking for someone who will continue this standard of excellence on our team. The department supports its customers so that children can receive the emotional and financial support they need to thrive. DCSS assists families by establishing, collecting, and distributing child and medical support for minors.     We are looking for someone who is:
    • A strong relationship builder with excellent communication skills. You will need to establish relationships across departments and ensure that a consistent message is communicated to a variety of audiences.
    • Organized and results-driven. You will need to balance multiple assignments and priorities in a fast-paced environment and ensure timely participation from other members of the leadership.
    • Able to balance empathy and confidentiality when dealing with budgetary and employee relations issues. You will need to demonstrate your understanding of the human side of the budget process, as well as represent the department’s interests in resolving employee conflicts.

    What you will typically be responsible for:
    • Acting as the point of contact for the department for employee relations matters and leaves of absence
    • Coordinating the budget activities including the review and evaluation of budget requests, the collection of budget data, and the preparation of a final budget for the department
    • Managing the Request for Proposal (RFP) and contract processing
    • Supervising the work of the Business Administrative staff
    • Coordinating and managing facilities maintenance, equipment, and supply requests
    • Collaborating with other managers to achieve departmental goals
    • Compiling data and preparing reports on a variety of departmental operations

    This position is exempted from the merit system and will not follow regular County recruitment and selection procedures. Not all applicants will be invited to participate in the evaluation and interview process.

    Minimum Qualifications

    Education: Possession of a Bachelor’s degree from an accredited college or university with a major in business or public administration, public policy, finance, organizational development, social or behavioral sciences, or a closely related field.

    Experience: Five (5) years of progressively responsible full-time experience in a managerial, administrative, or staff capacity performing administrative, budgetary, or personnel analyses.

    Substitutions:
    Experience Substitution: Four (4) years of progressively responsible full-time professional level experience with Contra Costa County, in a managerial, administrative, or staff capacity performing administrative, budgetary, or personnel analyses may substitute for the required experience.

    OR

    Experience Substitution: Possession of a master's degree in business or public administration, public policy, finance, organizational development, social or behavioral sciences, or closely related field may be substituted for one (1) year of the required experience.

    Education Substitution: One (1) additional year of qualifying experience may be substituted for the required academic major.

    Desirable Qualifications:
    • Experience working in a local government or public sector agency
    • Experience in employee relations, leaves and strategic planning
    • Experience in project management
    • Experience with establishing, maintaining, and monitoring SOP’s
    • Experience with governmental accounting

    DISASTER SERVICE WORKER

Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
