    Sr. Management Analyst I (Access Compliance)

    Emergency Appointment Opportunity

    Salary Range: $105,402.24 - $154,052.64

    The Department on Disability (Department), on behalf of the City of Los Angeles, is committed to ensuring full access to employment, programs, facilities and services; through strategic management and partnership education, advocacy, training, research and improved service delivery; for the benefit of persons with disabilities, providers of essential resources and policymakers.

    The Department is seeking to hire a full-time Sr. Management Analyst I to provide administrative management for the Disability Access and Services Division. The Department intends to do so via the Emergency Appointment process.

    Please be advised that “ an emergency appointment is not a regular appointment. It is a temporary appointment which does not require that you successfully compete in the Civil Service examination process. The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list.”

    Duties:

    Duties include but are not limited to:

    Operations & Administration (50%)
    • Support the Division Director in managing the day to day operations and work of the Division, including assisting with developing a Division work plan.
    • Supervise administration of the Division’s services (including ADA Title I employee accommodations, blue curb requests, technical assistance, and similar).
    • Develop, implement, and maintain standard operating procedures to support the Division’s services.
    • Facilitate the Division’s utilization of specialized software programs that support the Division’s work (such as Google Suite and the City’s Constituent Services Systems).
    • Prepare, review, and edit written reports, memos, correspondence, and other transmittals.
    • Contribute to development of the Division and Department’s annual budget.
    • Coordinate with the Administration Division in the planning, development, and release of Requests for Proposals.
    • Coordinate with the Administration Division to manage the Division’s contracts including contract monitoring, vendor coordination, invoicing, payments, performance, and contact closeout.


    Special Projects & Assignments (25%)
    • Facilitate the development and implementation of the Self Evaluation and Transition Plan (SETP) including vendor management, progress tracking, interdepartmental coordination, and general project management.
    • Assist with development and implementation of the Citywide Disability Access Compliance Plan.
    • Represent the Department at internal and external meetings with other City departments, City Council, City Officials, Commissions, and other governmental agencies.
    • Serve in the Emergency Operations Center, Department Operations Center, and/or in the field during emergency activations.


    Supervision (25%)
    • Plan, assign, review, and evaluate the work of Division staff.
    • Convene regular meetings with Division staff.
    • Manage Division staff onboarding, training, development, and performance, including student workers and volunteers.
    • Serve as the Division’s personnel liaison and manage all Department required personnel activities for the Division such as implementing attendance policies and monitoring schedules.


    Other duties as assigned

    Experience, education, and other professional requirements:
    • The preferred candidate will have knowledge of and experience with advising constituents, government entities, and/or community organizations on understanding, interpreting, and applying disability access laws in a variety of circumstances.
    • The preferred candidate must be able to work independently as well as follow instructions, policy guidelines, and directives of supervisors.
    • The preferred candidate will demonstrate the ability to work in a fast-paced environment, and must be highly self-motivated, responsible and have excellent organizational skills.
    • Bachelor’s Degree from a recognized four-year college or university and four years of professional experience.
    • CASp certification is a plus.


    Requirements/Minimum Qualifications:
    • Two years of full-time paid experience as a Management Analyst or in a class at that level which provides professional experience in administrative, financial, grants, legislative, or personnel work.
    • Candidates must have filed for the Senior Management Analyst Exam.
