    Job Description and Duties

    Under direction the of the Policy & Program Support (PPS) Branch’s Grants Administration Unit Supervisor (Staff Services Manager I), the Grants Administration Analyst (Associate Governmental Program Analyst) leads projects for the development of grant systems and processes in the Policy & Program Support Unit (PPS). PPS provides oversight for over $4 billion in grants to local homelessness response networks for the purpose of providing jurisdictions with flexible funds to support, expand, or develop regional homelessness solutions.

    The Grants Administration Analyst performs independent and complex analytical tasks, and is responsible for grant contracts development, review and execution, fund allocation and disbursement, reviewing and approving grant program goals, amendments processing, grant budget revision review, follow up and approvals, and supporting grantees in developing grants that support programmatic goals of reducing and preventing homelessness. Incumbent must provide strong attention to detail, have strong organizational skills, and be self-motivated. The Grants Administration Analyst serves as a lead staff member in the PPS Grants Administration Unit, responsible for grant reporting collection, review, analysis, and other complex grantee transactions across all PPS grants.

    Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

    • Experience creating and/or monitoring grant contracts and funding disbursement.
    • Customer service/communications experience.
    • Experience in commonly used software applications, such as Microsoft Office (Excel, Word, PowerPoint), SharePoint, and Teams.
    • Experience producing and editing public facing documents, presentations, and talking points, and providing communications support, including mail merge, eblasts, and award letters.
    • Experience with State of California statutory requirements for grant funding and contract development.
    • Experience establishing and documenting workflows and processes for a team.
    • Incumbent must provide attention to detail, have strong organizational skills, and be self-motivated.
