City Inspector II - Permits

Job Summary:

Under the direct supervision of the Construction Inspection Supervisor, processes, coordinates, and conducts inspection of private and public projects within public Right-of-Way and ensuring they are completed in accordance with City standards and specifications.

The salary range for this position is $30.77- $43.08 per hour with a hiring range of $30.77 - $36.93, depending on qualifications and experience.

The City of Loveland is looking for a well-rounded professional with experience in construction inspection, leadership, a passion for problem s olving and providing excellent customer service. As a City Inspector , you will play a pivotal role in upholding regulatory standards and enhancing the quality of life for our residents. You will be part of a dedicated team of inspectors; performing inspections for capital projects, as well as residential, commercial, and industrial developments to ensure compliance with construction standards and safety regulations. Essential Functions:

• Receives permit applications, calculates permit fees and issues permits.
• Uses CityWorks to track permits and their status.
• Performs complete and professional construction inspection duties to determine acceptance and compliance with City standards and specifications by rendering objective and impartial decisions in a firm and tactful manner for construction in City right-of-way.
• Read, interpret, and enforce applicable transportation and utility construction standards, construction drawings, working plans, and maps.
• Provide technical information to contractors and the general public.
• Produce daily logs for assigned projects to effectively document construction activities.
• Interact with developers, contractors, and citizens in an effective and professional manner to address any questions or concerns.
• Enforces Municipal Ordinances regulating construction, safety, and site development.
• Provides interpretation, explanations, and clarifications of, as well as information on, adopted codes and ordinances to contractors and the public.
• Meets and confers with developers, consultants, contractors, employees and the general public regarding engineering and construction requirements.
• Minor design, drafting, and sketching of details for construction/standards clarification.
• Serves as liaison between the city and contractors and the general public.

Other Job Functions:

• Represents Public Works and Utilities in meetings with contractors, developers, and the public.
• Provide construction management services and inspection for city capital projects.
• Performs other duties as assigned.

Qualifications:

Education:

• High School graduate or GED required.

Experience:

• Five (5) years Experience performing construction inspections including documentation of the quality and quantity of materials placed on urban streets and storm drainage projects required. This work should have included the installation of soils, hot mix asphalt, flatwork and structural concrete, storm water pipe, trenching, manholes, drainage inlets, riprap, hydraulic structures, and erosion control measures required.

Certifications:

• Must possess a valid driver's license.
• Current certification in LabCAT Level A.
• Current certification in ACI Field Concrete Testing.
• Current certification in Erosion Control (NPDES and State of Colorado).

Knowledge, Skills, and Abilities:

• Self-motivated and positive team player able to multitask and prioritize.
• Ability to interpret and apply codes and ordinances, read construction documents, and enforce regulations.
• Ability to express oneself clearly both verbally and in writing, and to prepare written reports and review comments.
• Ability to establish and maintain working relationships.
• Must be a proficient problem solver and effective in conflict resolution.
• Must be interpersonally effective at working with contractors and developers, as well as citizens.
• Working knowledge of Excel and MS Word.
• Previous knowledge of construction and/or construction materials.
• Understanding of the Americans with Disabilities Act standards as well as Public Right-of-Way Access Guidelines.
• Current certification in LabCAT.
• Current certification in ACI.
• Current certification in Erosion Control.
• Possesses an understanding of street signing and striping as described in the Manual on Urban Traffic Control Devices related to construction activities.
• Thorough understanding of construction materials inspection, sampling and testing as described in the Larimer County Urban Area Street Standards, Colorado Department of Transportation Standard Specifications for Road and Bridge Construction, or a comparable materials manual. Typically including sampling and testing of soils, aggregates, asphalt mixes, and concrete for compliance with project specifications.
• Completion of Traffic Control Technician (TCT) or Traffic Control Supervisor (TCS) certification.
• Experience with ESRI ArcGIS.
• Experience with CityWorks or other asset management systems.
• Experience with surveying using an engineer’s level or total station.

Physical Demands and Working Conditions:

• Frequent l ight to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
• Frequent e xposure to routine office noise and equipment.
• Occasional m inimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
• Occasional exposure to hazards that are predictable or well protected against.

Additional Working Demands/Conditions:

• Work is performed in both office and field environments and may involve exposure to dirt, dust, fumes and extreme weather conditions and exposure to noise levels that may cause strains on the body. May be required to bend, push, pull, stoop and kneel to perform essential functions of the job. May traverse uneven ground; work at various heights above ground or in confined spaces. May be required to move and maneuver heavy weights up to 50 pounds infrequently, but moderate heavy weights on a frequent basis. Sufficient eyesight to judge distances and avoid construction hazards. Communicate and receive verbal instruction at distance of up to 75 feet.

Hybrid Remote Work Eligibility:

• This position may be eligible for up to two days per week working remotely. Probationary employees (within the first six months of employment) may not be eligible. Subject to change based on business needs and performance expectations.
