    DATA ENTRY SPECIALIST

    (Law Enforcement)

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is being held to establish an open eligible list to fill current and future vacancies within the District Attorney's Office. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    THE DISTRICT ATTORNEY- PUBLIC ADMINISTRATOR
    The County of Orange , District Attorney , represents the People of the State of California in all criminal and civil proceedings, serves the court and criminal justice system, and the Orange County Grand Jury. The mission of the Office is to enhance public safety and welfare and to protect and respect crime victims and create security in the community through the vigorous enforcement of criminal and civil laws in a just, honest, efficient, and ethical manner. The Office consists of three major divisions: Legal, Investigative Bureau, and Administration.

    THE OPPORTUNITY
    The office of the District Attorney is seeking to fill a Data Entry Specialist whose primary function is responsible for overseeing responsibilities of the California Law Enforcement Telecommunications System (CLETS) / ELETE System. The Data Entry Specialist in the District Attorney's Office serves in the capacity of Agency CLETS Coordinator and a trainer. Under the direction of a Law Office Supervisor and in coordination with the Department of Justice, this employee is responsible for the following:

    Security Compliance
    • Obtains and maintains knowledge of placement of equipment and surroundings to document security
    • Coordinate with units to monitor equipment, work product, and environments associated with CLETS access, to ensure compliance with DOJ security and confidentiality standards
    • Address specific insufficiencies and deficits
    • Document and report findings to achieve resolutions
    Training
    • Provide timely and appropriate training to end users, practitioners, and vendors through
      • New user trainings
      • Security trainings
      • Certification testing
    Record Keeping
    • Complete and maintain documentation in support of policies and procedures confirmative with DOJ mandated regulations to include:
      • Office Authorization Forms
      • CLETS Agency Agreement Forms
      • User Training Records
      • Security Verification Forms
      • Master Contract Agreements
    • Receive reports of potential misuse events
      • Ensure proper protocols are followed
        • Investigation of event
        • Coordination for application of appropriate disciplinary actions
      • Report events per established protocols
    Audit Preparation and Coordination
    Serve as the offices' primary contact for the DOJ Agency Representatives for audits
    • Receive audit notifications from DOJ
    • Send Audit Notification to:
      • Bureau of Investigation Chief and Assistant Chief
      • Law Office Supervisor
      • Office Services Manager
      • IT Manager
    • Coordinate with Law Office Supervisor, assigned Bureau staff, and IT contact in preparing requested items to meet audit deadlines
    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    In addition to the minimum qualifications, the ideal candidate will possess at least six (6) months of hands-on Department of Justice systems experience. Additionally, the ideal candidate will possess experience and/or knowledge in the following competencies:

    Specialized Knowledge/Expertise
    • Knowledge of CLETS/ELETE terminology and equipment.
      • Accurate reading and interpretation of reports such as:
        • DMV, FBI, CII, Booking Photos, Out of State Reports, etc.
    • Some knowledge of procedures and regulations governing the area of assignment and the terminology and documents used
    • Ability to:
      • Key data into varied programs and formats at a rate and accuracy that are acceptable for position requirements.
      • Enter, query and generate a wide range of information from a variety of data sources.
      • Extract data from documents of dissimilar formats.
      • Format and generate a wide variety of reports, charts and graphs.
      • Learn and use a complex system of information codes.
      • Understand the procedures and regulations governing the area of assignment and the terminology and documents used; apply that knowledge to the specific operations of the office.
    Relationship Building
    • Ability to establish and maintain cooperative working relationship with peers, supervisors, managers, staff from other divisions, and vendors.
    • Ability to generate enthusiasm and motivate others to act in support of a program's objectives through training and troubleshooting issues.
    Communication Skills
    • Ability to communicate effectively in English orally and in writing.
    • Ability to listen attentively and understand what is being communicated by subordinate and supervisory staff, by staff from other divisions, by the public and by managerial staff.
    • Knowledge of correct English usage.
    • Ability to review, evaluate and summarize in writing the evaluation of audit and security compliance in terms of trends or general indications of possible problem areas.
    • May answer phone calls, collect data and enter data into law enforcement databases.
    Planning and Organizational Skills
    • Ability to initiate projects and work independent of specific daily direction.
    • Ability to think logically and organize thoughts and priorities to accomplish assignments efficiently.
    • Analyze and review the work of others to ensure accuracy.

    PHYSICAL CHARACTERISTICS AND ENVIRONMENTAL REQUIREMENTS

    Corrected vision sufficient to read fine print on a paper document and computer screen. Effective and clear communication skills--person to person via telephone. Must have excellent hearing to understand and respond to customers' requests. Independent body mobility, agility, and stamina to stand, walk, stoop, bend, twist, squat, push/pull and sit for prolonged periods of time. Manual hand dexterity, arm and shoulder strength sufficient to perform repetitive motion in various duties such as keyboarding for extended lengths of time, writing, reaching and grasping above shoulder level; including use of other office equipment such as a calculator, stapler, telephone and photocopy machine. The body strength capable of lifting and carrying case files up to ten p ounds each. Ability to work in a fast paced, high volume call center environment that requires multitasking. Demonstrate flexibility and adaptability in a constantly changing team and department environment.
    RECRUITMENT PROCESS
    District Attorney Human Resources will screen all application materials for minimum and/or desired qualifications. After the initial screening, candidates who meet the minimum and/or desirable qualifications will be referred to the next step in the process and be notified of all further procedures applicable to their status in the competition.     Application materials will be rated by a panel of job knowledge experts for those qualifications most needed to perform the duties of the job. Only the more qualified candidates will be placed on the eligible list. This is a competitive process; therefore, be thorough in your responses.

    Eligible List
    Once the assessment has been completed, District Attorney Human Resources will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to the hiring authority for selection consideration for present and future vacancies.
